CASE # /-~ <br /> R~QUEST FOR PRELIMINARY PLAT APPROVAL OF <br /> CHESTNUT RIDGE 2ND ADDITION; CASE OF GOOD VALUE HOMES <br /> By: Zoning Administrator Sylvia Frolik <br />Background: <br /> <br />Good Value Homes is requesting preliminary plat approval of Chestnut Ridge 2nd Addition. The <br />plat consists of 6~ acres proposed to be developed with municipal water and sanitary sewer and <br />subdivided imo 73 single family lots. The following items are enclosed for >,our information: <br /> <br /> a) Site location map <br /> b) Proposed preliminary, plat dated 6/24/9.4 <br /> c) PrqPosed preliminary plat dated August 11, 1994 <br /> d) City Staff review letter dated July 27,199.4 <br /> <br />Observations: <br /> <br />The property is zoned R-] Residential, however, the northern half of the plat is not in the <br />Municipal Urban Service Area (MUSA). It is anticipated that this portion of the plat will be in the <br />MUSA by this Fail with Metro Council's approval of the comprehensive plan amendment for a <br />MUSA expansion. <br /> <br />Sunwood Drive is proposed to be extended west through the plat and no lots will have direct <br />access onto this MSA road. <br /> <br />It is Staffs understanding that the development will occur in phases. The developer must supply <br />the City with a phasing plan. <br /> <br />Subsequent to receipt of City Staff Review Letter dated Jul5, 27, 1994 and the Planning <br />Commission meeting of August 2, 1994, the Developer has reworked the plat so that ail lots meet <br />the minimum widt~h and area requirements. The Developer also reconfigured the southerly <br />'eyebrow' on Sunw~5od Drive to a through street, which is a much more acceptable design. <br /> <br />The developer is proposing to install the public improvement as a private project with no financial <br />participation on the j>art of the City. <br /> <br />The plat was reviewed by the Park Commission on August 11 and it was determined that park <br />dedication would cgnsist of a cash payment. The Park Commission also requested that the <br />developer construct an off-roadway path parallel to Potassium St. N.W. for pedestrians and <br />bicyclists. This path construction in transportational in nature and is not park dedication eligible. <br />This off-roadway pa~th was also planned for along Potassium Street outside the plat boundaries of <br />Chesmut Ridge 2nd JAddition. The Park Commission is requesting that the developer construct the <br />off-roadway path ot-}tside the plat boundaries of Chestnut Ridge 2nd Addition running south to <br />143rd and west to F__3merald Pond Park. The cost of path consnmction outside the boundaries of <br />Chestnut Ridge 2nd Addition would be credited towards the cash payment due for park dedication <br />in Chestnut Ridge 2nd. <br /> <br />Recommendation: <br /> <br />The Planning Commission and City Staff recommend preliminary plat approval contingent upon <br />compliance with City Staff Review letter dated July 27, 1994 and the August 11, 1994 <br />recommendations of the Park Commission. <br /> <br /> <br />
