CASE <br /> <br />REQUEST ~OR <br /> <br />PRELIMINARY PLAT APPROVAL OF NORTHFORK OAKS; <br /> CASE OF NORTH FORK, INC. <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />North Fork, Inc.: is requesting preliminary plat approval of another portion of the Northfork <br />P.U.D. located ia the northeast corner of the property. The plat is to be named Northfork Oaks <br />and consists of 29 acres proposed to be platted into 14 single family lots. The developer has <br />provided a conc%vt plan for the remaining 70 acres in this particular area to show a compatible <br />development planlwith the 14 lots proposed to be platted at this time. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />PrOposed preliminary plat and grading plan <br />Ci~ Staff review letter dated August 9, 1994 <br /> <br />Observations: <br /> <br />With the platting of Northfork Oaks, the number of lots will be within the 292 overall approved in <br />the May, 1990 mollifications to the P.U.D. All of the lots meet the one acre minimum lot size and <br />the 160 foot lot width at the street or at the building pad location. <br /> <br />The lots are proposed to receive public access from the extension of 160th into the plat with a cul- <br />de-sac extending Off this through street. The cul-de-sac does not exceed the maximum length <br />standards. Street nhrnes need to be applied to the plat. ' <br /> <br />There is no park d~dication due on this portion of the P.U.D. in accordance with the May 9, 1989 <br />Northfork Park Dedication Agreement. The City will be pursuing a trail connection between what <br />is shown as 'future idevelopment' on the plans submitted and Wood. lawn Estates to the east. <br /> <br />A Grading and Drainage Plan has been provided which is generally acceptable. However, an <br />erosion control pla~ also needs to be provided. The plan, as it pertains to the areas beyond the <br />initial 14 lots, needs to be revised to avoid wetland areas. An addendum to the grading plan should <br />be prepared as a Tr~;e Preservation and Planting Plan. <br /> <br />The Planning Comm/ssion conducted a public hearing regarding the preliminary plat on August 11. <br />There were no wri~en comments submitted, however, Chuck Delaney from Armstrong Kennels <br />was present to exp~ss concerns with the plat. They were: 1) exposure and liability associated <br />with his ownershi~ of the land all around Eddy Lake in the event of trespassing by nearby <br />residents of North~ork Oaks; 2) the potential impact to the existence of his 'grandfathered' <br />business as a result Of incoming residences so near his kennel facihry; 3) impact to Eddy Lake and <br />other wetlands resulting from t~e development of on-site septic systems to service the lots. <br /> <br />Mr. Dennis Peck, Pi'oject Manager for North Fork, Inc., indicated that he and Mr. Delaney have <br />met regarding his concerns. Mr. Peck stated that North Fork will take strong marketing measures <br />to be sure the buyerl; of the lots understand the nature of Mr. Delaney's facility, that the property <br />surrounding Eddy ~ake is privately owned, and that the design of the septic systems will be in <br />accordance with Staff: Siatutes and subject to the approval of the City. <br /> <br />115' <br /> <br /> <br />
