CASE REQUES'T FOR ADOPTIO,NI OF ENVIRONMENTAL ASSESSMENT WORKSHEET (EAW) FINDINGS OF FACT AND ISSUE A NEGATIVE DECLARATION FOR NEED OF ENVIRONMENTAL IMPACT STATEMENT ON SUNWOOD DRIVE N.W. Coordinator Steven Jankowski, Cit.,,' Engineer Background' A~ the April 12, 1994 City Council meeting, the City Council approved and authorized the submittal of the Environmental Assessmem Worksheet (EAW) for the 1.3 mile segment of Sunwood Drive' N.W. between Ks-ypton StTee~ N.W. and Industry Avenue N.W. (Count), Road #116). Pursuant to Minnesota Rules, the City has submitted the EAW to the required agencies as defined on the EQB distribution list. The following agencies received a cop>' of the EAW for review and comment: Environment',d Quality Board Deparm~ent of Public Service Der~artment of Natural Resources Poilurion Control Agency Department of Transportation Legislative Reference Library U.S. Army Corps of Engineers U.S. Fish & Wildlife Service Depm'u'nent of Health Department of Agriculture Office of Waste Management Board of Water and Soil Resources I-Ii storical SocicB' Environmental Conservation Library U.S. Environmental Protection Agency Metropolitan Council The notice of EAW availability was published in the April 25, 1994 issue of the EQB Monitor and the Anoka Courlry Union, April 22, 199~. The thirty (30) da), comment period ended on May 26, 1994. The City received replies from the following agencies:- Metropolitan Council M_innesora Department of Natu.ral Resources Minneso~m Historical Socie~, Mr. Ben Deemer, nearby landowner The ouestions and concerns raised by these letters have been addressed in the findings of fact. Attached for your review are copies of the letters received and the corresponding replies. The proposed ~ignmen~ calls for the removal and mitigation of 0.80 acres of wetland. The wetland mitigation will be done to the remaining basins in the immediate vicinity. The roadway will also inciude span arch culverts (7') and span box culverts (10') to provide for the movement of wildlife.
