'Thc letter was sent as a response to the manner in which the <br />organizafion~ vChi'ch is forrrung a Ra_rnsev branch, would t>e "charged" if they utiiiz~ the MunicipaJ <br />Center as their monthly meenng place. <br /> <br />The information regarding use of the facility that was provide_xt to the organizanon is as follows: <br /> <br />The organization would be required to pa.,,' a g75.00 damage deposit fee. This fee would <br />conunu~ to roll forward to all future "events" unless a need for extra cleaning or damage <br />repair r~suhed after a scheduled event. An additional damat~e deposh would be re_..quir~ <br />on}v after such an occurrence. The damage deposil would be ful)v refundable upon <br />mrminat/on of the organizanons use of the Municipa] Center as a meeting place. <br /> <br />The organization would be required to pay a gl5.00 dollar kc>, deposit fee for each kev <br />the), require. This fee is refundable upon return of all keys issued or would be used to <br />mplacekeys that had been misplac~ or lost. <br /> <br />3) The organization would be required.to pay S20.00 per event for use of the Municipal <br /> Center since it would be made up primarily of Rarnsev residents. This is to help cover the <br /> cost of a~leaning, upkeep and operating expenses for keeping the facility open dunng other <br /> than regulm- business hours. <br /> <br />Al) of the above policies are those that are smcr3v apt>iie~ to ail or~mnizations requesting use of the <br />Municipal Centkr and Park Center. The only exceptions that are r~ade is for senior cinzens and in <br />the case of grou~s that are specifics/ly youth onemed, for w. hich the per event fee is waived. <br /> <br />The orig-mal pO~cy for the use of the Municipal Center was developed and adopted in 1988 by <br />Resolution #88,-~19. This potty deraiied the Use and P'rionry of I0se; Reservanons; Fees an~ <br />Deposits; Hour~ of Use; Use of ?urmmre and .Eq..uipment; Smoking; Storage; Liabiiiry for Damage; <br />and Alcohol los~, regarding the use of the Municipal Center. At-cached for your reference is a cop>, <br />of that policy. <br /> <br />Tine oriDnaJ policy states the following in regard to Fees and Deposits: <br /> <br />"in order to meet the mmnmnance costs which result ~om continued use of these faciiines, <br />a .ly'~r day non-refundable fee is charged for all reservations of the Ramsey Municipal Center <br />except g0vernmenr, al functions and usc by senior citizen g-roups." <br /> <br />The exemption,for the senior citizens was a result of the funding that was obtaine& and the <br />resmcfions arra~h~ to that funding, for the remodeling and use of the now "seniors area" in the <br />lower level of th~ Municipal Center. <br /> <br />During 1990, the Park Commission developed a set of policies.and procedures for the use of park <br />areas and facilities. The Ramsey City Council accepted the policies and procedures as they had <br />been recommended by the Commission. Included in these policies and procedures was the <br />exemption for yrbuth and youth organizations. The CiD, also imr>lemented this policy for the use of <br />the Municipal Center. <br /> <br /> <br />
