Enclosed, as exhibits, are the narrative discussions provided to the
Commission prior to their deliberation. There are some changes from the past year CIP and from
staff suggestioOs for 1995 and beyond. For display purposes, we have combined the 1993 and
1994 budget approval so the reader can easily gauge past projects and their status. It is the 1995 -
2000 poruon of[the plan to which Council consideration is requested.

For the most pm-t, the enclosed CEP is the same as that approved for 1994. Where time has
allowed improged budget estimates, the appropriate changes have occurred. For 1995, additions
to the plan incltjde expenditures from received park trust fund dollars toward Fox, Central, River's
Bend and Rabbit Parks. These line items are from park dedication payments or interest earnings
received since F)91.

tn 1996, Centr~ Park receives a $98,000 Landfill Trust Fund improvement previously scheduled
for 1997. The County Road #83 trail, connecting Central Park to the ltasca Trail, was pushed
back one year tb 1997 as a result. The year 1998 notes a National Park Service Grant program
using Park Truslt Fund revenues as the local match.

Each year, be~nning in 1995, is shown with a "Capital Match Program". This is the Lawful
Gambling Ma =t~'fing Grant program set up in 1994 with expenditures from the fund starting in
1995. Council i approved $120,000/year in expenditures from the LandfiI1 Trust Fund interest
earnings for 19-93 - 1995. As was the case last year, this 'CIP shows $120,000 in Trust Fund
dollars from 19)3 to 1996 with allocations of $80,000/year thereafter. This ongoing funding
source allows fo? planned park developments without improvement bonds or lev>, increases.

Commission Action:

Motion to re. commend City Council approve the 1993 - 2000 Parks CIP.
Reviewed by:

City Admimsrrat°r
Finance Officer
City Engineer
Parks/Utilities Supervisor

FC: 8/22/94

zll
