CASE CONSIDERATION OF SIDEWALK CONSTRUCTION ON DYSPROSIUM STREET By: Steven J. Jankowski, City Engineer Background: At the July 26, :1994 meeting, the City Council considered a number of measures that might be considered to a~ldress the concerns of a petition received by residents of the Flintwood Hills SubcLivision with regard to traffic on Dysprosium Street N.W. You will recall, at that meeting, that the City Councit~ directed Staff to pursue and investigate the installation of sidewalk as a means for increasing safety, along the street. The City Council further directed Staff to propose some rough cost estimates arid methods for financing such a project. This case is in response to that directive. ALTERNATIVI~ 1: This alternative gonsiders the installation of a five-foot concrete sidewalk which would be placed along the west Side of Dysprosium Street N.W. from ifs northern boundary, south to County Road #116. In iaddition, sidewalk would be placed along the west side of Dysprosium Street N.W. from 141s:t Avenue N.W. south to County Road #116. Sidewalk installation was proposed in these locations due to the fact that these are the areas along Dysprosium Street N.W. where houses and drives front directly on the street. Other areas along the east side of Dysprosium Street N.W. have driveway and house frontages onto other residential streets. The cost of this alternative, incla~ding sidewalk turf restoration with sod and driveway patching, is estimated to be $62,000. ff this Cost were divided equally among the fronting property owners, the individual cost would be in the/'ange of $1,000 per property. ALTERNATIVE 2: This alternative ~Would consist of placing sidewalk down the entire length of Dysprosium Street N.W. between Opunty Road #5 and County Road #116. The larger scope of this project might be considered to gegerate benefit to all the citizens in Flintwood.Hills who utilize Dysprosium Street N.W. as a main fl'affic way to other portions of the City outside the subclivision. The cost of this project is esfim~ed to be $90,000. If it were divided equally among all the property owners in Flintwood Hills, ~e per unit cost would be approximately $600. Recommendation: It is Staffs recommendation that Alternative #1 be pursued if sidewalk is to be considered as an additional safetyimeasure along Dysprosium Street N.W. The reason for this recommendation is that we feel the5 benefit derived is more closely tied to the fronting property owners along Dysprosium Street N.W. The benefits to other non-adjacent properties in Flintwood Hills is less apparent. Should the Council wish to proceed further with consideration of this project they should direct Staff to initiate ~ public improvement project for the installation of sidewalk along Dysprosium Street N.W.
