Draft 9/8/94 <br /> <br />Exhibit D <br /> <br /> ASSESSMENT AGREEMENT <br /> AND <br />CERTIFICATION OF ASSESSOR <br /> <br /> THIS AGREEMENT, made and entered into this .__ day of , 1994, <br /> <br />by and betwee~ the CITY OF RAMSEY, MINNESOTA, a Minnesota municipal corporation <br />having its princ!pal office at 15153 Nowthen Boulevard Northwest, Ramsey, Minnesota (City), <br />and Bison Propdrties, LLC., a Minnesota limited liability corporation having its principal office at <br />9745 - 103rd Avenue North, Maple Grove, Minnesota (Developer): WITNEiSSETH: <br /> WHEREAS, the City is administering City Development District No. I created pursuant <br />to Minnesota Stalutes, Sections 469.124 through 469.134; and <br /> WHEREAS, the City is administering Tax Increment Financing District No. 2 created <br />pursuant to Minnesota Statutes, Sections 469.174 through 469.179; and <br /> WHEREAS, the parties have entered into a Contract for Private Development <br />(Development Ag!':eement), dated , 1994, regarding the development of certain real <br />property located ir~ City Development District No. I and Tax Increment Financing District No. 2 <br />within the City aOd legally described as Lot 1, Block 1, Gateway North Industrial Park Plat 4, <br />Anoka County, Minnesota; and <br /> WHEREAS, it is contemplated that pursuant to...said Development Agreement, the <br /> ' <br /> <br />Developer will cor)struct the improvements described in such Development A~eement and shall <br />complete them pri?r to January 1, 1996; and <br /> WHEREA~, the City and the Developer desire to establish minimum market values for <br />said land and the improvements to be constructed thereon (collectively, the Property), pursuant to <br />Minnesota Statutes} Section 469.177, Subdivision 8; and <br /> WltEREAS, the county assessor has reviewed the plans and specifications for the <br />improvements which will be constructed. <br /> <br />NOW <br />1. <br /> <br />THEREFORE, the parties do hereby agree as follows: <br />On January 2, 1996, the minimum market value of the Property shall be $500,000. <br />Said ra'finin'mm market value shall remain in effect for the term of this A~eement as <br />descffbed in paragraph 4 hereof.
