CASE <br /> <br />RAMSEY AUTO SALES APPLICATION FOR CITY OF RAMSEY <br />MOTOR VEHICLE SALES LICENSE <br /> By: Mike Auspos, Police Chief <br /> <br />Background: <br /> <br />Mr. Robert Wojci,~ has applied for a motor vehicle sales license at 7205 Highway #10 N.W. He <br />has complied withlall application requirements. <br /> <br />Observations: <br /> <br />The City of Ramsey has two cases pending in Anoka District Court concerning the sales of <br />vehicles to person~; during the time his license was revoked by the State of Minnesota and the City <br />of Ramsey. Othl~r observations and phone calls from citizens strongly indicate that he was <br />conducting sales a[::tivities at the location with impunity during his revocation. <br /> <br />In my opinion, th* sales lot is in violation of Subd. 19-E in that it looks like a junk yard and not a <br />sales lot. I have }~een informed by two persons, one the ex-owner of Anoka West Auto Sales at <br />6745 Highway #!0 and the current lessor at that same address, that the large number of motor <br />vehicles being stol'ed at the rear of that address belong to Mr. Wojcik, dba Ramsey Auto Sales. <br /> <br />It also appears that he is in violation of Subd. 18 of 7.02 in that a survey of license plates in his lot <br />shows a majority !of them to be still registered in names other than that of Ramsey Auto Sales or <br />Mr. Wojcik. In one of the pending cases, it appears that the company was "jumping" titles from a <br />previous owner t0~ the buyer (an undercover officer). This may also be true with the other case, <br />but we are awaiting court action on that one. <br /> <br />In preliminary discussions with the Zoning Department, it ..would appear that the site is currently <br />violating operatin~g standards established in City Code. <br /> <br />Recommendation: <br /> <br />Staff recommendS; that City Council direct the City Attorney to examine this application vis-a-vis <br />the ordinance anc~ for the Zoning Department to review the site for proper City Code compliance <br />prior to any further consideration of this application. <br /> <br />Council Action: <br /> <br />Motion to table t~he motor vehicle sales license application from Ramsey Auto Sales for more <br />information and r~ports from City Staff. <br /> <br />Reviewed by: <br /> <br />City AdministratOr <br />Police Chief <br />Zoning Administrator <br /> <br />Copies distributed-to: <br />City Attorney <br /> <br />CC:09/12/94 <br /> <br /> <br />
