INTRODUCTIbN <br /> The City of Ram ,icy has a policy which established tWo classifications for street lighting. The fn-st <br /> is priority arterialistreet lighting which is limited to intersections at State Trunk Highways, County <br /> Roads and arterial streets. The chief benefit from this type of lighting is the improved safety due to <br /> increased visibili~y at the intersection and also functions as a navigation aid to motorists who are <br /> seeldng to locate .the exact point of the intersection as they are approaching. Because of the general <br /> nature of the bend. fits from this type of lighting, it is the City's policy to finance the installation and <br /> operation and m _alntenance of these lights through the City's general fund. A second classification <br /> of street lighting i~ subdivision street lighting. This type of lighting is provided at intersections and <br /> at intervals of approximately 300 feet along all streets within a subdivision. The major benefits <br /> from this type of lighting is increased pedestrian safety and security. These benefits occur chiefly <br /> to the residents df the individual subdivision, and therefore, City policy declares financing of <br /> subdivision. . light'ngl to be the responsibility ..... of the benefitted p pyro eft owners. Until recently, the City of Ramsey had no efficient means <br />oI cohecting the r~ecessary funds for the installation and operation and maintenance of subdivision <br />~,eet hg~hnng ff~m areas outs~d.e the C~tys water and sewer uuhty districts. Recently, Anoka <br />~4ectric tzooperat~ve has entered into an agreement with the City to perform billing for its utility <br />area. This billing system also allows for the possible billing of other City services such as the <br />billing of subdivNion street lights in rural areas. <br /> <br />On July 26, 1994¢ the City Council received a petition calling for the feasibility study to consider <br />the improvement}of street lights to the Pine Cove Addition, and directed the City Engineer to <br />prepare said feasiDility study to advise on the cost of the project as it would affect each property <br />owner. The purpdse of this study is to accomplish that directive. ' <br /> <br />NATIJRE OF .?'[HE IMPROVEMENT <br /> <br />It is proposed thatitwo ornamental street lights and one priority hntersecfion street light be installed <br />in the locations i~enfified in Figure A. The ornamental Iigh'ts would be the traditionaire-style <br />stan .ct~d and lurrfigaire illustrated in Figure B. The priority intersection light w/Il be the cobra head <br />type luminaire pla.~ed on a wooden or fiberglass standard as illustrated in Figure C. <br /> <br />All installations Would be performed by Anoka Electric Cooperative. Al1 wiring to the proposed <br />subdivision Iight~ would be underground by plowing in cable and boring driveways where <br />necessary. Turf would be restored to the satisfaction of the property owner. <br /> <br />PROJECT COS¢ <br /> <br />The estimated cost is $1,200 for subdivision street lighting and $600 for the priority intersection <br />light which wouldlbe installed at the same time. The City is proposing to recover the installation <br />costs plus 15% for, project overhead through the quarterly billing rate. The cost of the subdivision <br />lights would be reaovered by the City over a period of ten yea. rs through inddvidual property owner <br />billings. The costlof the priority street lighting is currenily financed through the City's General <br />Fund. ~ <br /> <br /> <br />
