CASE <br /> <br /> REVIEW ARCHITECTURAL STANDARDS FOR <br />CITY WIDE GARAGE DOOR COMPANY; CASE OF IVAN CLAUSON <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />As you know, ithe building housing City Wide Garage Door Company on Highway #10 burned <br />down this sumtner. In accordance with the new rules as of 1993, all new construction in the B-3 <br />Highway Busiriess District is subject to the following: <br /> <br />"All ex:erior wall finishes on any building shall be: a) face brice; b) natural stone; c) <br />specifically designed pre-cast concrete units whose surfaces have been integrally treated <br />with an applied decorative material or texture; d) factory fabricated or finished, metal <br />framed ~anel construction, if the panel material is to be of those noted in a, b or c above; <br />and e) Other materials as may be approved by the Planning and Zoning Commission and <br />Council, Combinations of such materials shall be permitted." <br /> <br />Observationsi <br /> <br />The building thiat burned down consisted of two sections, one was office space and the other was <br />warehouse. W~ith respect to architectural standards, the building was considered lawful non- <br />conforming as a~ majority of it had an exterior wall f'mish that was metal panels. When the building <br />was more that/ 50% destroyed by the fire, it lost it's non-conforming rights and must be <br />reconstructed i~ accordance with City Code. Through verbal conversations and a letter, Mr. <br />Clauson was inf~prmed of the new architectural standards tha~t"would be placed on the building. <br /> <br />Mr. Clauson has submitted a building permit application for the reconstruction. The office part of <br />the structure is ~roposed to be constructed of a combination of brick and cedar siding which is in <br />accordance wit~, City Code. However, Mr. Ctauson has proposed to reconstruct the warehouse <br />with a combina~on of rock face concrete block and metal panels, which is not in accordance with <br />City Code. MI}. Clauson is requesting that City Council approve the reconstruction of the <br />warehouse portion of the building as proposed. <br /> [ <br />In 1993, when Gity Council adopted the new B-3 Highway Business regulations, the ordinance as <br />proposed by th~ Planning Commission did not address architectural standards. City Council <br />specifically requ.ested that the draft ordinance be amended to include language that would upgrade <br />architectural stafldards in the commercial districts to 100% other than metal, rather than the 50% <br />other than metal i~stablished in another part of City Code. <br /> <br />Enclosed for yot~r review and information are the building elevations for the warehouse portion of <br />Mr. Clauson's s ',~cture. <br /> <br />Recommendation: <br /> <br />Since a formal site plan application and review was not considered required to reconstruct the <br />building at it's ~ame size and location, and since time is of the essense in Mr. Clauson's <br />reconstruction sdhedule, and because the final decision lies with City Council, the case was not <br /> <br /> <br />
