CASE # 2

TE~M LIMIT FOR THE POSITION OF ASSISTANT CHIEF
By: Ryan Schroeder, City Administrator and
Kay McAIoney, Administrative Services Manager

Backgrountt:

On August li7, 1994 the Fire Board met to discuss the hiring process for the position of
Fire Chief. !During the discussion there was concern raised from the Fire Department
regarding th{~ lack of a ten-r~ limit for the position of Assistant Fire Chief. The Department
felt that ther& would not be adequate opportunities for members of the fire department if
there were ntJ term limits for both the Chief and Assistant Chief positions. Staff stated that
if the position were presented in the same manner as in the police department, as a
"temporary ~ork assignment", it would be possible to have the position of Assistant Fire
Chief be a tmo-year assignment.

Attached in Case #1 is a letter from League of Minnesota Cities Insurance Trust Attorney
Carla Heyl. [Vis. Heyl stated that "it should be made clear to all those involved that these
are in fact temporary work assignments for a limited time period and that another person
may be chosen for the next term."

On Septembe~r 14, 1994 the Fire Board met to review the additio~aal infon'nation received
and approvedl the process.

Recommenr!ation:

Staff recommends that the position of Assistant Fire Chief be a two-year temporary work
assignment et'fective January 1, 1995. The process for selection of Assistant Chief will be
made as follo ~'s:

The Fire Chief will make a recommendation to the Fire Board.
The Fire Board will make a recommendation to the Personnel Committee.
The Personnel Committee will make a recommendation to City Council.

Council Act, ion:

Approve the ~bove process.

Review Checklist:

City Administrator
Fire Chief
Adminisn'ativ~ Services M,'mager
Assistant Fire Chief

CC: 09/27/94
