CASE REVIEWiPROPOSED CHANGES TO THE FACILITY USE AND RENTAL. ~OLICIES (MUNICIPAL CENTER AND PARK CENTER) By: Jessie Hart, Finance Officer Background: ~ Based on discussion surrounding this issue at the Finance Committee meeting on September 12, 1994, the attach}ed policy has been drafted for your review and adoption. This policy mirrors the original resolutitpn that established the policies in 1988, but has been updated as follows: l) tieferences to specific levels of fees have been changed to say that these will be e~;tablished by Council resolution periodically. 2) ,~llowances have been made for groups who wish to lease a facility for a 12-month ti~e frame. Those groups would receive a 50% redtlction of the normal event rate. 3) Rieferences to "designated" smoking areas have been eliminated and refer to the "fi,on-smoking" status of the facilities. This policy willialso include the ?ark Center building at Central ?ark, but will no~ change any policies currently: in place for use of other park facilities or fields. Attached is a cogy of the application/lease form that would be used for the Municipal Center and Park Center upori adoption of this policy, with the changes noted above. The Schedule of Rates and Charges can be adjusted accordingly for 1995 for the change in policy and any changes ~n char~es. It is anticipated that the review of the Schedule of Rates and Char~es for 1995 will tak8, place ~'t the October 25,1994 Finance Comn)ittee meeting. Staff Recommendation: Staff recommenchs. Comminee approval of the attached policy which would be effective for an3, events scheduled ~.fter January 1, 1995. Committee Action: Motion to recommend Council adopt the attached policy with an effective date of .lanuary 1, 1995.
