REPORT ON SOLID WASTE MANAGEMENT CHARGE APPEAL AND <br />ADOPTION OR RESOLUTION IMPLEMENTING POLICIES ADOPTED BY THE <br />ANOKA CO~JNTY SOLID WASTE MANAGEMENT COORDINATING BOARD <br />AND DEC[eARING SOLID WASTE RECYCLING GOAL FOR MUNICIPAL <br />OWNED AND OPERATED FACILITIES <br /> <br />By: Jessie Hart, Finance Officer <br /> <br />On Wednesday, iSeptember 14, 1994, I appeared before the Solid Waste Management Charge <br />Appeals Board on behalf of the City of Ramsey. I had requested the hearing in an attempt to have <br />the solid waste r~anagement charge (SWMC) abated from the City's tax-exempt properties for <br />calendar year 1994. The appeal was denied and we will receive no abatement for 1994, other than <br />an additional 20 l~ercent upon adoption of the attached resolution. <br /> <br />The background of the SWMC was covered several months ago when the County agreed on the <br />charge and that i",t was to be placed on the 1994 property tax statements for "waste generating" <br />parcels. This affected the Municipal site, Central Park, the two sites that Public Works occupies <br />and Rivers Bend !Park/Well House. The original charges had already been reduced by 40 percent <br />for municipalities. <br /> <br />The Board also declared that municipal operations would also receive an additional 20 percent <br />reduction if a Reiolution Implementing Policies Adopted by the Anoka County Integrated Solid <br />Waste Management Coordinating Board and Declaring Solid Waste Recycling Goal for Municipal <br />Owned and Oper.~ted Facilities was adopted by the City Council. The City had originally paid a <br />total reduced SWMC of $650.29 and upon adoption of the attached resolution, the City of Ramsey <br />will receive the ai:lditional 20 percent reduction which amounts to $216.77. This leaves a total of <br />$433.52 that the City will have paid for the 1994 SWMC. <br /> <br />While the City already meets, and exceeds, the goals and objectives outlined in the attached <br />policies, as adopted by the Anoka County Integrated Soli~d Waste Management Coordinating <br />Board, it is the intent of staff to continue current policies. Therefore, it is staffs recommendation <br />that the attached ~'esolution be adopted and forwarded to the Anoka County Waste Management <br />Committee for r~ognition and processing. Upon receipt, the City will receive a refund of $216.77 <br />which represents l~he additional 20 percent reduction to the SWMC. <br /> <br /> <br />
