The acquisition, ~se, maintenance, and discard of materials will maximize resource conservation options to avoid land reduce waste generation. Resource discard decisions should be made based on a decision pyramid, recognizing that there may be other indirect public health, safety, and environmental i~pacts. (An example of a decision pyramid which has been prepared by the Department of ~dministration is attached). Procurement pra~:tices will maximize purchase of recycled content products in order to stimulate the development!of stable markets for recycled materials. Procurement pr~tices will include consideration of total product cost as selection criterion. Total produc: :osr will include consideration of packaging waste, hazardous characteristics of the product, hazardous characteristics of waste generated as a result of the intended use of the product, recyclabiliry, and disposal costs as well as durability, and recycled content. Procurement pr .aCtices will continue to support and utilize existing cooperative purchasing programs and to, expand cooperative purchasing activities where practicable.
