INTRODUCe' ION <br /> <br />The feasibility {~tudy for this project was petitioned by the necessary number of property owners, <br />and certificatior~ of the petition was passed by the City Council on [,.,,~,, ,~ ~- 'th ['~'~"1 . The <br />purpose of this~ study is to determine the feasibility and associated costs for the extension of <br />municipal sewe[r and water service to the lots fronting on the eastern 700 feet of 150th Lane <br />N.W.in Pondva!e Estates 2nd Addition. Appendix A contains an exhibit illustrating the benefitted <br />area. The imprcjvements anticipated by this project would include sanitary sewer main, watermain, <br />sewer and watei' services, concrete curb and gutter, bituminous street replacement, storm sewer, <br />turf and driveway restoration and street lights. <br />DESCRIPTIO~ OF EXISTING CONDITIONS <br />The project areaiincludes 12 platted lots within the Pondvale Estates 2nd Addition. Lots within this <br />subdivision are~latted into urban size lots, however, previous development requirements have <br />required three sdch lots to be combined before a building permit would be issued. As such, the 12 <br />benefitted lots a~ currently occupied by five existing single family dwellings which are served by <br />on-site septic s~stems and wells. The residence built on Lots 5 and 6 of Block I has been <br />constructed ove~ a platted lot line. The street serving the subdivision consists of a 30' roadway <br />with a bituminous berm curb. It is anticipated that by the time this project is ready for construction <br />sewer and water [will be available at the eastern boundary of the project area on 150th Lane N.W. <br /> <br />DESCRIPTIOI'~ OF IMPROVEMENTS <br /> <br />It is proposed thail' a twelve inch watermain and an eight inch sanitary sewer be extended the length <br />of the project alc~.ng 150th Lane N.W. At the intersection with Helium Street N.W. both utilities <br />will be stubbed t~ the northern curb~line of 150th Lane N.W. This will facilitate the future utility <br />extensions down ~ehum Street N.W. without completely severing traffic access to the residences <br />southeast of this intersection as this represents their sole access. Sewer and water lateral service <br />will be stubbed ot~t to the property line for each lot. It is also anticipated that catch basins for storm <br />water will be reqt}ired in the intersection of Helium Street N.W. and 150th Lane N.W. Two catch <br />basins will be inskalled on either side of 150th Lane N.W. and a storm pipe wilt be stubbed and <br />bulk-headed to the northwest down Helium Street N.W. for future connection to a storm drainage <br />system which wil]~ discharge into the wetland to the northeast. <br /> <br />Upon installation ~f the underground utilities, the street is intended to be paved with two inches of <br />bituminous pavement over a four inch grave base for a width of 30 feet between curb flowlines. <br />Surmountable con[crete curb and gutter will replace the existing bituminous berm curb. Disturbed <br />turfed areas behinld the curb will be restored with a minimum of four inches of topsoil, fertilizer, <br />seed and mulch. '~Driveways will be neatly saw-cut and replaced in kind. Street lights will be <br />installed at intersections and mid-block following construction. <br /> <br /> <br />
