i REPORT TO COUNCIL ON COST ESTIMATE FOR <br />i SECTION 22 DRAINAGE EASEMENT <br />i By: Steven J. Jankowski, City Engineer <br />Background: ~ <br /> <br />At the last Coun~l meeting, I was asked to prepare a cost estimate for the drainage improvement <br />project in Section~22, As you may recall, the Council directed that I pursue the ditch project up to <br />County Ditch #3 ~and that I contact the County to request that they clean County Ditch #3. The <br />County has respo,flded to the City's request by advising that the procedure for the County to clean <br />County Ditch #3 ~would likely not result in a successful project. I have therefore prepared cost <br />estimates for bot~ the basic project envisioned (up to County Ditch #3) and an extended project <br />which would lenl~then the ditching up to County State Aid Highway #5 (The ditch is flowing <br />downstream of C~,unty State Aid Highway #5). The cost estimate for the original and extended <br />project are $18,62~ and $25,760 respectively. I have attached details for the breakdown of my <br />estimate. It is imp,brtant note that the major cons~'uction cost element, that of the ditch excavation, <br />is based upon the ~cenario that the excavated material can be side cast into the adjacent low land. <br />This is the scenarid, under which we are preparing our permit applications. <br /> <br />However, should rt~moval of the spoil be required as a condition of the environmental pem~its, the <br />construction cost O[ the project can be expected to change significantly. The City of Coon Rapids <br />opened bids this w{ek on a ditch reconstruction which called for spoil removal and received a unit <br />price for ditching Of $16.00 per foot. Although they received only a single bid, this unit price <br />would increase our l"basic and extended project costs to $57,100 and 95,240, respectively. <br /> <br />The project is anticipated to be financed as a Rum River Drainage District project, A map showing <br />the boundaries of t~e district is attached.
