COMPREHENSIVE PLAN UPDATE By: Ryan Schroeder, City Administrator Background: As Council is aV~are, the Planning Commission has been working on a Comprehensive Plan Update for about }i year, The Economic Development Commission has been providing input for a somewhat simila~period of time. The two Commissions have met jointly on two occasions. At the latter of thes~ two meetings, it was apparent that there are at least a few disagreements on various issues bet ~veen parties. At present, the Ec momic Development Commission will be meeting (at least) once more to review issues raised at th '. last .joint meeting. It is then intended that the two parties get back together to attempt to work tcward consensus. At some point, th~.'re needs to be a public hearing. There is also a need for increased Council involvement. She rtly, there will be an election after which some of the players will change. To date, it appears tha~ consensus will not be easily achieved. Attached is a prop~)sal from Mapping Strategies, a firm which specializes in consensus building. Proposed is that C~.uncil allocate up to $3,500 to contract with this firm to enhance our opportunity to build consensusl This consultant utilizes a technology driven, forced choice method to identify not only opinions {Df the group, but depth of commitment to those opinions. This information is then used to discut, s areas of agreement/disagreement, hopefully resolving or accepting areas of conflict. I have us[~xt this fh'm on one other occasion, with good success, in a similar situation. If Council approvqs this process, I suggest scheduling the meeting after the election. Doing so allows the City to i~clude all existing players as well as any future policy makers. Council Action:!
