COMPREHENSIVE PLAN UPDATE <br />By: Ryan Schroeder, City Administrator <br /> <br />Background: <br /> <br />As Council is aV~are, the Planning Commission has been working on a Comprehensive Plan <br />Update for about }i year, The Economic Development Commission has been providing input for a <br />somewhat simila~period of time. The two Commissions have met jointly on two occasions. At <br />the latter of thes~ two meetings, it was apparent that there are at least a few disagreements on <br />various issues bet ~veen parties. <br /> <br />At present, the Ec momic Development Commission will be meeting (at least) once more to review <br />issues raised at th '. last .joint meeting. It is then intended that the two parties get back together to <br />attempt to work tcward consensus. <br /> <br />At some point, th~.'re needs to be a public hearing. There is also a need for increased Council <br />involvement. She rtly, there will be an election after which some of the players will change. To <br />date, it appears tha~ consensus will not be easily achieved. <br /> <br />Attached is a prop~)sal from Mapping Strategies, a firm which specializes in consensus building. <br />Proposed is that C~.uncil allocate up to $3,500 to contract with this firm to enhance our opportunity <br />to build consensusl This consultant utilizes a technology driven, forced choice method to identify <br />not only opinions {Df the group, but depth of commitment to those opinions. This information is <br />then used to discut, s areas of agreement/disagreement, hopefully resolving or accepting areas of <br />conflict. I have us[~xt this fh'm on one other occasion, with good success, in a similar situation. <br /> <br />If Council approvqs this process, I suggest scheduling the meeting after the election.
