For officer pay it is recommended that for whatever the Chief receives, the other officers
receive a prorated portion. With Ramsey's current complement and structure of the
department it is recommended that the Assistant Chief receive 70% of Chief pay, Captains
receive 35% and Lieutenants receive 20% of the Chief level. This appears to be
comparable to pay relationships in similar departments. We believe for 1995 the rate of pay
for the Chief should be set at $1,200/year. Further, that pay for this position be evaluated
again prior to the budget process for t996 wages. Given that, the other officer annual
wages for t995 are recommended as:

Assistant Chief $840
Captains $420

We are not recommending a wage increase for the Lieutenants, Secretary or Training
Officer positions in 1995, with a re-evaluation for 1996. As part of the above, the Fire
Chief has suggested that he would like to discuss a merit pay plan for the officers. The
proposal would be within the wage parameters stated above. We wot~ld intend to prepare ~t
specific proposal prior to 1996.

The 1995 cost increase of the above is estimated to be $8,731.43. The 1995 budget
allocation for Fire Department wage increases is $8,073.75, which results in a budget
shortfall of $657.68. We believe this amount could be reallocated fron~ the contingency
fund without major impact on the proposed 1995 budget.

Recommendation:
Increase non-probationary Fire Department increment pa}, for 1995 calls to $6.85/increment
with a second increase to $7.20 for 1996. Retain the pay for drills, meetings, and
probationary employees at $5.00 per increment. Set .'mnuttl officer wages for 1995 as
follows:

Chief $1,200
Assistant Chief $ 840
Captains $ 420
Lieutenants $ 240
Secretar3,, $ 180
Training Officer $ 180

Committee Action:

Approve staff recommendations and forward to City Council.

Review Checklist:

City Administrator
Adminisu'arive Services Manager
Fire Chief
Finance Officer

PC: 10/11/94
