In addition to the above, the City established a policy in 1991 that 'all future urban plats will receive
"Traditionalre" subdivision lighting. The developer pays the capital cost and three years operations
and maintenance costs prior to filing the subdivision plat. As homes are placed on the utility
system a monthly operating charge for street lights is also put into effect. It is expected that this
procedure will allow for lot vacancies which will exist beyond the three year period covered by the
developer contribution.

Project - Street,Lights

Priority A Intersections

Priority B Intersections

Priority C Intersections

Priority D Intersections

Year ~
N/A $ 20,640 - Street Light Fund
N/A $ 18,920 - Street Light Fund
N/A $ 14,620 - Street Light Fund
N/A $ 59,340 - Street Light Fund

3,520

MUNICIPAL FACILITIES IMPROVEM]~NT$

For a number of years the City of Ramsey has been discussing expanding or replacing the existing
Public Works facilities at t42nd Avenue N.W. and Trunk Highway #47. In 1994 the City
purchased an existing industrial building at 142nd Avenue N.W. and Jaspar Street N.W. to fill this
need. It is contemplated, however, that a salt storage building will be built on the site in addition to
existing facilities.

With continued growth of the community, the Fire Departmeht has been studying the needs and
requirements of a satellite facility located in the vicinity of Central Park. The Police department
also completed a study of its space needs into the future.

Currently, it is proposed that architectural work be completed for remodeling the existing fire
department area at City Halt and expansion of the Police facilities at the same location in 1996 and
1997. Additional satellite facilities are not proposed within the year 2000 time frame. It is further
proposed that construction of these projects occur in 1998 after a levy referendum.

An alternative to the above would be a project similar to that accomplished for the public works
facility. The 1994 purchase of $310,000 with a $280,000 remodeling bhdget will provide 9 very
usable public works facility at 30-50% of the cost of new construction. Similar opportunities
should be explored as they become available for future City needs.

Project - Municipal Facilities
Salt Storage Building

Police Department/Fire Architectural

Year

1995
1996

1996
1997
1998

Funding

$ 20,000- General Fund
$ 30,000- General Fund

$ 40,000 - General Fund
$ 40,000 - General Fund
$1,100,000 - General Fund

1,230,000
