CC Regular Session 6. 4. <br />Meeting Date: 10/11/2011 <br />By: Tim Himmer, Engineering/Public Works <br />Title: <br />Public Hearing and Levy of Special Assessments for City Improvement Project #08 -34; Bituminous Paving of 151st and 152nd <br />Avenues, and Fluorine Street <br />Background: <br />In June of 2008 a petition was received from twelve property owners within the project area requesting the paving of 151st <br />Avenue, 152nd Avenue and Fluorine Street, under the City's dirt road elimination policy. A feasibility study was prepared and <br />presented to the neighborhood in September of 2008, which identified the scope of the proposed improvements and estimated <br />costs. Due to fact that several similar petitions were received in that same time period funding was not available for <br />construction at that time. It was decided to earmark funds under the dirt road elimination policy for construction in 2010. <br />The feasibility study was updated in November of 2009, to better reflect current constmction costs, and an informational <br />meeting was held with property owners in December of 2009 to reacquaint them with the contents of the study. There were <br />some concerns expressed by property owners at that time related to the draft feasibility study, with the most prominent issue <br />being the extension of 152nd Avenue westward to connect with Helium Street. The public hearing was held on December 8, <br />2009 and the City Council accepted the feasibility study as drafted, including the street connection and method of computing <br />assessments (per the front footage). Improvements to this roadway included: <br />• Regrading the roadway surface to better center it within the existing 66 foot right -of -way. <br />• Installing bituminous curb and storm sewer to improve drainage in the area, including treatment devices to improve water <br />quality in the downstream receiving body. <br />• Paving a 28 foot wide road; consisting of four inches of class 5 granular base, two inches of bituminous base course, and <br />1.5 inches of bituminous wear course. <br />Recommendation: <br />Following the close of the Public Hearing adopt the attached resolution which levies the special assessments for Improvement <br />Project #08 -34; Bituminous Paving of 151st and 152nd Avenues, and Fluorine Street. <br />Funding Source: <br />The bituminous paving of 151st and 152nd Avenues, and Fluorine Street are financed via the City General Fund (through the <br />dirt road elimination policy), Stormwater Utility Fund, Water Utility Fund, and special assessments to benefiting property <br />owners.
