Master Governing Documents or MCIOA. All references to the Master Association <br />shall mean the Master Association acting through the Master Board unless specifically <br />stated to the contrary. <br />3.2.3 The Master Association shall act as a "Master Association" within the <br />meaning of Section 515B.2-121 ofMCIOA. The Master Association shall have <br />authority to exercise only the limited powers set forth in Section 3.1 on behalf of its <br />Members and all Owners and Occupants, subject to expansion pursuant to Section <br />All Neighborhood Governing Documents shall contain provisions delegating <br />such limited powers to the Master Association, as contemplated by Section 515B.2- <br />121. <br />3.2.4 It is recognized that, while the Master Association's powers are limited <br />by this Master Declaration, the interests of the Members may be served in the future by <br />expanding such powers. Accordingly, the powers of the Master Association may be <br />expanded by amending this Master Declaration, and applicable provisions of the <br />Declarations governing all Neighborhoods, which are affected by the expansion of <br />powers. In addition, any Neighborhood Association may delegate to the Master <br />Association any or all of the authority and powers of the Neighborhood Association, <br />which delegation shall become effective and upon written acceptance of such <br />delegation by the Master Association, which may be withheld in the sole discretion of <br />the Master Association. No Neighborhood Governing Documents shall be amended to <br />change the Master Association powers in any way without the prior written approval of <br />(i) the Master Board, and <br />(ii) the Master Declarant so long as Master Declarant owns an unsold Unit for sale or <br />has the unexpired right to subject any Property to this Master Declaration. <br />3.3 Neighborhoods. Each parcel of land designated and intended for development <br />as one housing group, except Residential Rental Units; under a single Neighborhood <br />Association shall be designated as a Neighborhood. Every Residential Unit, except <br />Residential Rental Units, shall be located within a Neighborhood. By way of illustration and <br />not limitation, a condominium, planned community, cooperative, or single-family detached <br />housing group may be designated as a separate Neighborhood, or a Neighborhood may be <br />comprised of more than one housing type. New, additional Neighborhoods may be created on <br />property added pursuant to Section 2.2. Neighborhoods are subject to division or combination <br />into more or fewer Neighborhoods in accordance with the Master Governing Documents, <br />Certain limited powers accruing to a Neighborhood under its Neighborhood Governing <br />Documents shall be delegated to the Master Association as provided in Section 32. <br />3.3.1 A Neighborhood shall be created by, and the Units within a <br />Neighborhood shall be subject to a recorded Neighborhood Declaration containing <br />covenants, conditions, restrictions and easements consistent with the Master <br />Governing Documents.
