HRA Regular Session <br />Meeting Date: 10/11/2011 <br />By: Darren Lazan, Housing & <br />Redevelopment Authority <br />Title: <br />Consider Additional Bannering and Holiday Lighting for Upcoming Events <br />5. 2. <br />Background: <br />With the scheduled grand opening for the VA on 11/11/11 and the contemplated groundbreaking of the Northstar <br />Station, the development team has been asked to prepare budgets to install additional bannering and holiday <br />lighting for these events. <br />In 2010, the HRA approved the design, construction and installation of approximately 50 light pole banners along <br />Sunwood Drive. The 50 banners filled approximately one-third of the existing light poles and it was contemplated <br />that additional banners could be considered in the future to complete the light poles remaining. <br />Attached for your consideration is a proposed budget to complete the remaining poles, or a portion thereof, with <br />additional banners and mounting hardware. The pricing assumes a nominal amount of design fee to incorporate the <br />2011 marketing colors and to coordinate the fabrication of the banners. <br />The hardware solution utilized for the 2010 installation was fabricated by Public Works, and has generally <br />functioned well to date with one exception. The lower mount poles are not flexible, or constructed in a break -away <br />manner, and have been susceptible to damage from tall vehicles parking along Sunwood. To resolve this issue we <br />have proposed either modifying the existing design to allow a flexible connection at the bottom mount, or to utilize <br />purchased hardware that provides a break -away connection. Pricing for the purchased solution is approximately <br />twice the cost of the fabricated solution, but will likely provide a more permanent solution. <br />In addition to the completion of the bannering, the development team was asked to consider the addition of holiday <br />lighting along both Sunwood Drive and particularly in front of the Municipal Center. The budget attached <br />contemplates LED lighting on existing boulevard trees as well as accent 'snowfall' lights on the trees in front of <br />Municipal Plaza. The scope of these improvements can be considered at the meeting. <br />All of the proposed installation items assume Public Works staff to fabricate and install solution. <br />Notification: <br />Observations: <br />Recommendation: <br />The development team recommends the HRA consider the proposed improvements and budgets and direct staff to <br />proceed with the installation prior to the November 11, 2011 event based on discussion. <br />Funding Source: <br />HRA Fund Balance <br />Council Action: <br />Approve the proposed budget for the installation of banners and holiday lighting based on earlier discussion. <br />
