Draft — Oct. 7, 2011 <br />Ramsey Long -Term Road Maintenance and Reconstruction Program <br />Online Survey Draft <br />Between now and 2025, nearly half of Ramsey's roads will need to be repaired or replaced. To <br />proactively address this maintenance influx, the city is developing a long -term road maintenance and <br />reconstruction program. <br />Three options are being explored to fund the program: <br />1. Current Assessment Policy: Charges only affected property owners —based on the lineal <br />footage of their property —for the total project cost. Places a significant but short -term financial <br />burden on property owners in the affected areas. <br />2. Citywide Property Tax Increase: Proportionally charge all city taxpayers based on their property <br />values for the total cost of the program. Spreads out the costs to all taxpayers and keeps <br />assessments low. <br />3. Citywide Franchise Fee: Charges all utility customers, including tax exempt properties, a monthly <br />fee regardless of property size or value. <br />Survey responses will help inform road work and funding decisions in the coming months.
