October 26, 2011 <br />City of Anoka <br />Attn: Erik Thorvig <br />2015 First Ave North <br />Anoka, MN 55303-2270 <br />RE: Comprehensive Plan Amendment — Planning Area to Low Density and Medium Density <br />Residential <br />Erik: <br />The City of Ramsey recently received a notice regarding an action by the City of Anoka that recently <br />approved a 2030 Comprehensive Plan Land Use map amendment and official zoning map amendment to <br />approximately 22.5 acres located generally east of the Rum River and Anoka Nature Preserve, north of <br />County Road 116 (CSAH 116), south of the Anoka Nature Preserve, and west of the Anoka County <br />Library. The land use map amendment would change the land use on the 2030 Comprehensive Plan <br />Land Use map from Planning Area to Low Density Residential and Medium Density Residential. Planning <br />Area was a designation the Metropolitan Council allowed the city to use for this area because when the <br />comprehensive plan was approved in 2008, discussions of future land use in this area had not been <br />completed. The Low Density Residential area is approximately 12.8 acres and located entirely within the <br />Rum River Wild and Scenic. The Medium Density Residential area is approximately 9.7 acres and located <br />outside of the Rum River Wild and Scenic. <br />The City of Ramsey has no objection to the amendment, but does note a desire to continue to work <br />collaboratively with the City of Anoka to address transportation goals for the region. The proposed <br />amendment will add vehicle trips to a segment of roadway classified as an A Minor Reliever that already <br />experiences congestion at peak times. The City of Ramsey wants to ensure that our communities <br />continue to work together to address future needs on regional roadways based on forecasted traffic <br />volumes in the 2030 Comprehensive Plans. <br />Sincerely <br />Tim Gladhill <br />Senior Planner <br />
