CC Work Session 2. 3. <br />Meeting Date: 11/15/2011 <br />By: Tim Gladhill, Community Development <br />Title: <br />Consider Amendments to the Development Review Process <br />Background: <br />Part of the City Council's Strategic Goals is to refine the development review process to identify areas for <br />improvement. Staff has prepared several recommendations that fulfill several goals set to achieve an improved <br />review process: <br />• Make it easy to navigate the process <br />• Provide sufficient information to understand requirements <br />• Identify areas to improve time lines <br />• Make better use of Development Review Meetings (prior to Planning Commission Meetings) <br />Attached are several documents that outline Staffs recommendations to improve the process. <br />Observations: <br />Staffs recommendations are as follows: <br />Administrative Processes Already Implemented <br />1. Restructure web page to act as portal (in process) <br />a. All resources stored here available to public <br />2. Implement electronic submittal at planning ci.ramsey.mn.us <br />a. Calendar used as internal tracking tool <br />3. Revise Applications (as of 1/1/12) <br />a. Single application for all requests <br />b. Separate packets as part of Development Review Manual <br />c. Property Owner acknowledges certification of delinquent escrows <br />4. Structure Development Review Meetings (internal Staff meetings prior to PC) <br />Additional Recommendations <br />1. Create Development Review Manual <br />a. See draft manual for specific information <br />2. Create Supplemental Questionnaire /Matrix <br />a. Completed by Developer <br />b. Speed up review by Staff <br />c. Easily find required data <br />3. Create Fee Calculator <br />4. Planning Commission <br />a. Implement CUP authorization previously discussed with City Council <br />b. Identify other PC approvals <br />5. City Council <br />a. Consider routine approvals on Consent Agenda <br />b. Preliminary and Final Plat approval on same evening <br />Staff will also be looking at the review process for The COR at the same time additional recommendations are <br />brought forward, which includes an additional site plan review (Preliminary Site Plan Review). Proposed revisions <br />are scheduled over the winter months prior to next year's building season. <br />As a note on the Development Review Manual, this document is in the process of being completed.
