P.W. CASE:

AUTHORIZATION TO UPDATE THE COMPREHENSIVE SEWER PLAN
By: Brian E. Olson, Principal City Engineer

Background:

The most recent update to the Comprehensive Sewer Plan was completed in February of
1991.

The City has approved the creation of a Tow. n, Center area, industrial development has
increased, townhouse projects are appearing more often, and single family residential
developments are being approved. All of these things can and will have an impact to the
existing utility infrastructure. Since the projections for capacity are based on per capita
and industrial uses, there is a need to re-evaluate the projections and update the
comprehensive sewer plan.

During the process of the AUAR for the Town Center, the issue of available capacity
allocated by the Metropolitan Council was raised. As part of the Comprehensive Sewer
Plan update we will meet with. the Metropolitan Council on numerous occasions to ensure
that they are appraised of our update which will need to be approved by them.

Staff has also received requests by local property owners to extend sewer and water for
sismificant distances to receive the benefit of municipal sewer and water. Two of these
projects of which you will likely see on next months Public Works agenda.

Staff feels that there are enough Citywide changes since 1991 to warrant an update of the
comprehensive sewer study. Staff has actively engaged in pursuing grant opportunities
with the Metropolitan Council and was unsuccessful in acquiring grant moneys to pay for
this update.

Since the grant opportunities were unsuccessful, Staff included $30,000 in the sewer
utility fund to finance the update and feel that there will definitely be additional benefits
to the entire City.

Recommendation:

Staff recommends that the Public Works committee recommend to the City Council to
authorize Staff to hire Bolten and Menk at a cost not to exceed $30,000 for completing an
update to the Comprehensive Sewer Plan. This $30,000 will be funded by the sewer
utility fund.
