Wood disposal by burning requires whole tree volume <br />reduction, proposed site inspection prior to clearing and an open burning permit. <br />Residual ash and unburned stumpage may be buried on the site at the approval of the <br />CITY. Chipped material may be applied and utilized on site to mitigate root damage <br />from grade changes or used in the right-of-way for erosion control and top soil <br />restoration. <br /> <br />SECTION VI <br />GENERAL <br /> <br />Outlots: The DEVELOPER herein agrees that Outlot A is intended to be utilized for future <br />road right-of-way purposes to provide access to Lots 1 and 2 of Block 1 in the event they are <br />replatted to their ultimate urban densities at some point in the future. The DEVELOPER <br />agrees to convey Outlot A to the CITY upon request. Outlot B is a remnant to be replatted <br />into a developable lot when the property to the west subdivides and redevelops. <br /> <br />A portion of the area north of the plat, currently platted as Outlot C, Wildlife Sanctuary 2nd <br />Addition, shall be included in the plat as an outlot and deeded to the City of Ramsey to <br />protect the wetlands. <br /> <br />Boulevard and Area Restoration. The DEVELOPER shall be responsible for the cost of <br />establishing seed in all boulevards within thirty (30) days of the completion of the street <br />improvements, and restoring all other areas disturbed by the development grading operation <br />in accordance with the approved erosion and sediment control plan. The DEVELOPER shall <br />also be responsible for the cost of cleaning any soil, earth or debris from the wetlands within <br />and adjacent to this Plat resulting from grading performed in the development of the land. <br /> <br />Temporary Cul-de-Sac Easement. A temporary cul-de-sac shall be constructed at the <br />westerly terminus of 155th Lane N.W. and easterly terminus of 154th Lane N.W. An access <br />easement is required that will expire once these streets extend beyond the boundaries of the <br />Plat. The DEVELOPER shall provide the City a copy of the access easement for review <br />and approval. The temporary cul-de-sac will be signed as a future through street as a Stage II <br />cost. The DEVELOPER herein agrees to deposit a cash escrow with the City in the amount <br />of Four Thousand Dollars and no cents ($4,000.00) ($2,000.00 x 2 temporary cul-de-sacs). <br />The purpose of the escrow is to cover the costs to remove the temporary cul-de-sac when <br />155th Lane N.W. is extended as a through street to the west, restore adjacent properties, and <br />extend the sidewalk to the western boundary of the Plat. <br /> <br />Lot Development Restrictions. The DEVELOPER herein agrees to establish and record at <br />the office of the Anoka County Registrar, a covenants restriction that will prohibit the <br />removal of any trees, unless they are proven to the City to be dead, dying or diseased, from <br />the west property line of Lots 12, 13 and 14 of Block 3 and Lots 13 through 17 and Outlot B <br />of Block 4, as identified on the Final Tree Plan prepared by Passe Engineering, Inc., and <br />dated March 27, 2003, revision dated April t7, 2003. The purpose of this restrictive <br />covenants is to preserve the existing stand of trees to satisfy density transition requirements <br />on the Plat. <br /> Development Agreement/Wildlife Sanctuary 3p~ Addition <br /> Page 9 of 12 <br /> <br />26 <br /> <br /> <br />
