CC Regular Session 4.9. <br />Meeting Date: 11/22/2011 <br />By: Diana Lund, Finance <br />Information <br />Title: <br />Introduce Ordinance for 2012 Schedule of Rates, Fees and Charges and Call for a Public Hearing <br />Background: <br />Effective June 30, 1991, Ordinance #91 -08 amended S7.01.10 of the City Code to allow the City Council to <br />annually set fees. <br />The City is allowed to annually adopt the Schedule of Rates, Fees and Charges by Resolution, but the City has <br />chosen to adopt its entire schedule by ordinance. Ordinance adoption provides the opportunity for comments at a <br />Public Hearing and gives adequate time (30 days) before the rates go into effect. <br />Attached is the proposed 2012 Schedule of Rates, Fees and Charges. The 2011 Adopted column represents the <br />City's current schedule of fees. Those items shown in the 2012 column reflect the proposed 2012 fees Changes/ <br />and or additions from 2011 to 2012 are bolded. <br />One fee that is rising is the fee for pawn brokers from $3,000 to $4,000 to offset the costs of time that the police <br />have attributed to tracking the pawn transactions. Staff contacted neighboring communities and found that the <br />average Pawnbroker fee was $7,500 (fees ranged from $3,000 to $13,500). The city established the $3,000 fee in <br />2004. <br />The rates applicable to Water, Sewer and storm Trunk have been amended to reflect 2010 rates (a decrease of 3.7% <br />from 2011). The Public Works Committee authorized a comprehensive sewer and water system study at its <br />November 15, 2011 meeting. After the results of this study are completed, the utility rates may be adjusted to <br />reflect these findings. <br />City Council is meeting on the proposed 2012 fees at a worksession on November 22, 2011 for further discussion <br />and clarification of the proposed rates. <br />Introduce Ordinance #11-XX- 2012 Schedule of Rates, Fees and Charges and calling for a public Hearing on <br />November 22, 2011. <br />Funding Source: <br />None <br />Council Action: <br />Introduce Ordinance #11-XX- 2012 Schedule of Rates, Fees and Charges and calling for a public Hearing on <br />December 13, 2011. <br />Attachments <br />
