Title: Adopt Ordinance #11 -XX Amending City Code Section 54 96 -102 Titled Recreational Vehicles (Snowmobiles) Background: At a City Council Work Session on November 1, 2011, the Ramsey City Council discussed changes to the Recreational Vehicle Ordinance. Councilmembers had received requests from citizens asking that the city open up more areas to snowmobiling. Several items were discussed at the work session including permitting. The consensus was to allow snowmobiles on the roadways in the "Designated Non -Use Area" and to create a route through the River's Bend Park parking lot to the Rum River. The "Designated Non -Use Area" would now become a "Restricted Use Area ". Staff was directed to make the recommended changes to the City Code and to bring that forward to the November 7, 2011, Council Meeting. The changes were introduced at the regular City Council Meeting on November 7, 2011. One area that was not discussed at the Work Session was the use of snowmobiles with studded tracks on the roads in the "Restricted Use Area ". At the introduction meeting, Council indicated that studs should not be allowed on the roadway in this area. Also at the meeting, Attorney Goodrich suggested that language be added to the Ordinance stating that no other defined terms are affected by this amendment other than the ones specifically called out in Section 54 -97. That language has been added to the Ordinance to be included in the adoption. Notification: Council directed staff to put the proposed changes to the Recreational Vehicle Ordinance on the City Web site. Recommendation: Staff recommends the adoption of the proposed ordinance changes to the Recreational Vehicle Ordinance as it was introduced on November 7, 2011. Funding Source: None Required Council Action: Motion to waive the reading of, and adopt, Ordinance # 11 -XX amending Section 54 of City Code, which is known as the Traffic and Vehicles Article IV titled Recreational Vehicle of the City Code of Ramsey, Minnesota.
