Recommendation: <br />The new IUP request is for a full five (5) years. Staff has no objection to the use associated with the IUP request; <br />however, Staff is only supportive of a nine (9) month term that includes very clear benchmarks to ensure that fire <br />suppression is installed. This will provide some assurance that a fire suppression system is installed prior to the <br />expiration of the IUP. A clearly defined schedule will provide the applicant with adequate time to plan, design, and <br />construct the fire suppression system with ample time before the IUP would be scheduled to expire. Benchmarks <br />that have been incorporated into the IUP include: <br />•Complete Automatic Fire Suppression Permit Application submittal along with design on or before March 1, <br />2012; and <br />•Payment of Automatic Fire Suppression Permit Application fees and issuance of Automatic Fire <br />Suppression Permit on or before July 1, 2012; and <br />•Automatic fire suppression system approved by City and operational on or before September 1, 2012. <br />It is Staffs opinion that including these benchmarks will help ensure that there is progression toward installation of <br />a fire suppression system. If the Applicant fails to comply with any of the aforementioned benchmarks, than the <br />IUP would be subject to revocation as outlined in City Code Section 117 -52. <br />The Planning Commission has recommended the City Council approve the IUP for nine (9) months with the <br />aforementioned benchmarks being required.
