CASE #: ~ <br /> <br /> SUNWOOD DRIVE N.W. <br />By: Steven Jankowski, City Engineer <br /> <br />Background: <br /> <br />Enclosed witli this agenda is a copy of the Environmental Assessment Workshop (EAW) <br />for Sunwood Drive N.W. This is an environmental document which has been submitted to <br />thc Environn~ntal Quality Board for review. Incorporated within the EAW is a revised <br />alignment stupy for Sunwood Drive N.W. There are several issues associated with this <br />alignment st6dy which should be brought-to the attention of the Road and Bridge <br />Committee at{tcl, subsequently, the City Council. <br /> <br />First is a review of the costs associated with the project. The estimated cost of Phase I, <br />which is sch~uled to begin in the fall of 1994, is estimated to be $640,000. The cost of <br />this project ~ill be funded through the City's MSA construction account. In addition, <br />sanitary sewe[ and water main will be incorporated within the road to be compatible with <br />future development. This will mean that there will be no need to excavate or jack under the <br />street to accommodate these utilities for future developments which are expected to occur <br />adjacent to tlle road. The cost for the sanitary sewer improvements is estimated to be <br />$23,800 and/he water main improvements are estimated at $157,100. Funding for these <br />improvement~ would need to come from the City's sewer and water trunk funds. <br /> <br />As mentioned earlier, it is anticipated that the construction of this road will generate <br />development in the near future. Within the alignment study, an area has been designated <br />which is deenjed to receive benefit from the construction of this road. This area of benefit <br />extends roughly one-quarter mile north and south of the road alignment. City Staff is <br />proposing to ~ollect up to $233,200 in future impact fees from areas within this designated <br />area benefit..~I'his figure was determined by estimating the cost of an equivalent length of <br />residential st~ et represented by the MSA road. The impact fee would be collected only <br />when propert//~ owners within the designated area of benefit would subdivide their property <br />or make a su~stanfially more intensive use of their property (i.e., the development of an <br />apartment cotnplex or a parcel which might currently be occupied by a single family <br />home). This ibasis for the collection of this impact fee is consistent with the financial <br />policies appllgd to Sunny Ponds and Wood Pond Hills when those portions of Sunwood <br />Drive N.W. were constructed. City Staff is looking for concurrence from City Council for <br />the concept of the impact fee. <br /> <br />We have had~ discussions of our intent to collect this impact fee from significant land <br />owners withitj the project area, however, we believe all land owners within the described <br />area of beneffl should be notified and presented with a copy of the alignment study if this <br />policy is afl'maned by the City Council. <br /> <br />A second issu.e regarding this alignment was recently raised by Commissioners Hendriksen <br />and Deemer o.~ the Planning Commission. The Commissioners suggested that utilization of <br />the existing din road, which currently provides access to two properties on the east shore <br />of Sunfish La~e, could reduce the costs associated with this project. Although I believe <br />there are negative impacts associated with such a realignment, which I will enumerate <br />below, we did assure the Planning Commission that we would review the cost savings that <br />might be real,ed if a 66-foot width of right-of-way along the existing din road were to be <br />donated free ef charge to the City. At an estimated cost of $10,000 per acre, cited in the <br />feasibility study, this would amount to a savings of approximately $30,000, or <br />approximately, 4 percent of the total street project cost.
