CASE

RECErVE FEASIBILITY REPORT ON 153RD/155TH AVENUE
MSA ROAD EXTENSION
By: Steven J. Jankowski, P.E., City Engineer

Background:

In Fall 1993, the City retained RLK Associates to prepare a feasibility study for the alignment of
the 153rd/155th AV~enue connection between Variolite Su'eet and Armstrong Boulevard A copy of
the draft feasibility study is attached for your review. I intend to distribute copies of the final
feasibility study to ,both the Road and Bridge Committee and City Council at the Tuesday, June 14,
1994 meeting.

This feasibility stugty has investigated three different proposed alignments for the construction of
this roadway. One, of these alignments will completely avoid any impact to the Protected Wetland
111P known as "J~glund's Marsh". Staff will be recommending pursuing this alternative as the
final design altema, tive. In addition, a portion of RLK Associates' work was to develop a master
plan which would ~tegrate recreational opportunities with the design of the roadway. This issue is
also addressed in rite feasibility report as are updated cost estimates for the project.

Committee Action:

Staff is recomme0ding that the Road and Bridge Committee set a date for consideration and
selection of the firial road alignment by the City Council at the July 26, 1994 meeting. This will
allow an opportun!ty for parties interested in this project to receive an executive summary of the
feasibility report and have a thirty day period to study the report.

Reviewed by:

City Administrator
Finance Officer

RB:06/14/94
