Mitigation <br /> <br />Wetland field delineations were not done until early May, 1994, while the EAW <br />and back!ground studies were prepared in winter and early spring. Field <br />delineatio~ must be performed during the growing season to be recognized as <br />valid. A~a result of the delineation the amount of wetland area impacted is <br />1.16 acres rather than 0.8 acres as previously calculated. <br /> <br />The mitigation plan will be developed as part of the design and permit approval <br />process. IThe proposed mitigation will not create significant impacts, of itself, <br />and thus more logically is more fully detailed in preparation for permit <br />applications. <br /> <br />The wetland delineation report and proposed mitigation will be submitted to the <br />Watershed District and will be jointly reviewed by all permitting agencies. <br /> <br />Conversion of Wildlife Habitat <br /> <br />The 6.2 acres cf permanent hah!tat scn'.'ersion is the rcad,.¥a,,, surface. The <br />DNR May 23, 1994, letter refers to 11.1 acres of wildlife habitat conversion. <br />This assumes that the entire right-of-way no longer would be utilized by <br />wildlife. ~.VVe find this to be unlikely. While change of habitat type will occur <br />as a result of this project, habitat will still exist within the right-of-way. <br /> <br />More importantly, in developing urban areas, habitat will be lost whether it's <br />due to roads or residential, commercial, or any other development. <br /> <br />Routin.q of Roadway North of Sunfish Lake <br /> <br />This alternative is neither prudent nor feasible since the westerly extension <br />would require crossing the Anoka Regional Landfill located just west of Sunfish <br />Lake Blvd. Additionally, the roadway east of Sunfish Blvd. is oriented such that <br />it does ndt move traffic in the directions desired. Thus, the result would be an <br />ineffective collector ending at Sunfish Lake Blvd. <br /> <br />Stormwater Runoff <br /> <br />The intent of Figures 15 and 16 is to illustrate proposed culvert placement in <br />the wetland area. Both temporary and permanent stormwater management <br />requires the use of Best Management Practices (BMP's). These will be <br />incorporated into the design process and bid specifications.
