Subd. 3. Any temporary sign unlawfully existing at the time of adoption of this <br />section shall be cd, nsidere, d illegal non-conforming and shall be removed within thirty (30) days of <br />the effective date ~f this section. <br /> <br />9.12.1 4 Pel'mits Required <br /> <br /> Subd. 1. All signs, except those described in Section 9.12.16 (Exemptions) shall <br />require permits arid payment of fees unless otherwise provide6 for. No permit is required for the <br />maintenance of a ~ign or for a change of copy on printed, or changeable copy signs. Permits are <br />required for all existing, new, relocated, modified or redesigned signs that are not exempted under <br />Section 9.12.16. ~ <br /> <br />9.12.15 Permit Fees <br /> <br />The permit fee for'Permanent and temporary signs shall be as provided by City Council resolution. <br /> <br />9.12.16 Exemptions <br /> <br /> Sub& 1. The exemptions permitted by this section shall apply only to the <br />requirement of a p~rmit and/or fee and shall not be construed as reheving the installer of the sign, <br />or the owner of the property upon which the sign is located, from conforming with the other <br />provisions of this Ordinance. <br /> <br /> Subd. 2. A permit, but no fee, is required under this section for the following <br /> <br />signs: <br /> <br />ao <br /> <br />Temporary or permanent signs erected by a non-profit organization, as <br />defined by Internal Revenue Code, Section 503C. <br /> <br />b. Signs erected by a governmental unit or public school district. <br /> <br />Balloons, streamers, gas filled figures, whirling devices and revolving <br />searchlights used in conjunction with a public event or grand opening for <br />the week of the public event or grand opening only. <br /> <br />On-site constructions signs having a sign area of eighty (80) square feet or <br />less. <br /> <br />Su~d. 3, No permit or fee is required under this section for the following signs: <br /> <br />a. A window sign not exceeding thirty pement (30%) of the window area. <br /> <br />On premise directional/informational signs having a sign area of four (4) <br />square feet or less. <br /> <br />Co <br /> <br />do <br /> <br />Holiday decorations temporarilY displayed on traditionally accepted civic, <br />patriotic, or religious holidays. <br /> <br />On premise address or nameplate identification signs having a sign area of <br />four (4) square feet or less. <br /> <br />Memorial plaques or tablets, grave markers, statutory, or <br />remembrances of persons or events that are non-commemial in nature. <br /> <br />other <br /> <br />Page 14 of 18 <br /> <br /> <br />
