Monthly Status Report <br /> <br />! <br /> <br />Complete <br /> <br />Complete <br /> <br />Pending <br /> <br />Pending <br /> <br />12/7/93 <br /> <br />12/7/93 <br /> <br />12/7/93 <br /> <br />12/7/93 <br /> <br />Findings of Fact - International Process Systems, Inc./WMM's <br />request to establish an enclosed organic compost facility: The P&Z <br />Commission approved 1-15 and 17-27, and directed Staff to amend <br />the following: (16) "That IPS proposes that the receiving of <br />materials would be 7:00 a.m. - 5:00 p.m., Monday through Friday, <br />and 7:00 a.m. - 1:00 p.m. on Saturdays. (28) "That the proposed <br />use will not be unduly dangerous..." (29) "That the proposed <br />use will not adversely impair the use, enjoyment..." (30) "That <br />the proposed use will be designed, constructed, operated and <br />maintained so as to be harmonious..." State that findings 31, 32, <br />35 and 36 are unknown. (33) "That the proposed use will be <br />serve adequately by essential public facilities..." (34) "That the <br />proposed use will not create excessive additional requirements at <br />public cost..." (37) "That the proposed use will be consistent <br />with the intent and purposes..." Add a finding to read "An <br />informational meeting regarding the proposed compost facility was <br />held on November 30, I993, and the minutes from that meeting are <br />attached." The P&Z Commission voted to accept the Findings of <br />Fact as amended and recommended that City Council adopt them. <br />Forward to City Council. <br /> <br />With regard to the terms of the CUP for IPS: The P&Z <br />Commission approved 1-7, 9-17, 19, and 22-42 and recommended <br />Staff to amend the following: (8)" ...The outside storage of <br />debris or junk materials and inoperable vehicles and equipment shall <br />not be permitted, exclusive of raw materials otherwise <br />permitted in this CUP," (18)"Uncovered Load Penalty." <br />(change of title) (20)" ... finished product shall not exceed fifteen <br />(15) feet in height or extend beyond the 29,000 square foot <br />paved outside storage area." (21) Remove the word "open" <br />wherever it appears in this term.' The P&Z Commission voted to <br />recommend that City Council adopt the proposed resolution, as <br />amended, approving the issuance of a CUP for an enclosed organic <br />compost facility. Forward to City Council. <br /> <br />Chairperson Bawden and Commissioners Deemer and Hendriksen <br />have agreed to be the contact persons for RLK Associates and <br />BRW/Biko Associates regarding updating the Transportation and <br />Land Use Elements of the City's Comprehensive Plan. <br /> <br />With regard to the Wilbur Dorn's proposal for Townhouses of Rum <br />River Id. ills: The P&Z Commission voted to confh'm their previous <br />recommendations subject to seven contingencies, modifying #3 and <br />#7 as concerns of the P&Z Commission rather than requirements or <br />prerequisites.
