5. Description of'Request <br /> <br />General <br /> <br />Kahec of Minnesota requests that the City of Ramsev issue a Conditional Use <br />Permit for the construction and operation of a tempora%, Molten Carbonate Fuel <br />Cell test demonstration facility to be located east of the Anoka Regional Landfill <br />on property owned by Waste Managemen! of Minnesota. Inc. Kahec wit1 be the <br />owner of the temporary facility to be constructed while Waste Management of <br />Ix~innesota, lnc. will remain the property owner. <br /> <br />The demonstration facility consists of pre-engineered enclosed structure (pole- <br />barn) for housing a fuel cell, gas processing equipment and ancilta~, support <br />equipment. The equipment is planned to utilize the landfill gas currently genera'ted <br />by the landfill to demonstrate the potential use in generating electricity. The <br />equipment to be housed inside the building is currently located al a coal- <br />gasification facility located in Louisiana and w/ll be moved to the proposed site at <br />the termination of the current prqiect. The current site selected has been leveled <br />with no additional construction other than the installation of the temporary <br />building and processing equipment. At the conclusion of the demonstration, the <br />building will be removed and the equipment will be transported to the next project <br />site. It is Kahec's intention upon completion of the demonstration,, the portion of <br />the faciliw will be returned to a reasonable condition equivalent to that prior to the <br />implementation of the landfill gas demonstration. <br /> <br />Equiprnem <br /> <br />The equipment to be house in the constructed faciliw was developed by the <br />Electric Power Research Institute (EPKI) and the National Rural Electric <br />Cooperative ,~sociation (NRECA) to demonstrate alternate fuel supplies using <br />fuel cell technoioD,. The equipment has successfully demonstrated operational <br />capabiJ, ities using syngas without any sM'ety malfunctions. The design of the <br />process equipment incorporates redundant safer,; features including automatic <br />shut-down procedures. This was a requirement of the current operating coal <br />gasification facility. <br /> <br />The specific equipment includes the following: <br />1. Two (2) process modules <br /> <br /> 2. Fuel ceil stack <br /> 3. Start-up heater <br /> 4. Start-up skdd <br /> 5. Load Bar& <br /> 6. LFG cleanup system <br />"7. Data acquisition sysiem and control room <br /> <br /> <br />
