Rules of Procedure: ' The Board of County <br />Commissioners shall adopt rules for transaction <br />of Hearing Examiner business and the Hearing <br />Examiner shall conduct meetings pursuant to <br />the provisions of applicable regulations and <br />Administrative Code... <br />"b. Meetings: Meetings for the purpose of hold- <br />ing Public Hearings shall be scheduled, noticed <br />and conducted pursuant to applicable Admini- <br />strative Code and the provisions contained in <br />this [zoning] ordinance. <br />"c. Reports of Decisions: After a pubhc hear- <br />ing is held, the Hearing Examiner shall make a <br />written report of his decision in accordance <br />with the rules and procedures set forth in the <br />apphcable Administrative Code and provide s <br />copy of said Report of Decision to all parties <br /> <br />of record, appropriate County staff, and the <br />Board of County Commissioners. <br />"d. Records: <br /> "1) The Hearing Examiner shall provide for a <br />court reporter at all proceedings. At a mini- <br />mum, a summary of testimonies shall be provi- <br /> <br />ded in the Report of Decision itself or as a <br />separate document in addition thereto. Tran- <br />scripts shall be provided orfly at an appellant's <br />request and appellant shall bear costs thereof. <br /> "2) The Hearing Examiner shall keep indexed <br />records of all meetings, agendas, :findings, de- <br />terminations and Reports of Decision. Said rec- <br />ords shall be public records. <br /> "Sec. 900.02 Functions, Considerations, Deci- <br />sions, and Authorit~v of the Hearing Examiner. <br />"A. Appeals from Administrative Action: . . <br />The Hearing Examiner shall hear and decide <br />appeals where it is alleged there is an error in <br />any order, requirement, decision, interpreta- <br />tion, determination or action of any admini- <br />strative official charged with the administra- <br />tion and enforcement of the provisions of this <br />[zoning] Ordinance or any other ordinance <br />which provides for similar review . . . <br /> <br /> <br />
