Rules of Procedure, Meetings, Reports of Decision and Records: "a. Rules of Procedure: ' The Board of County Commissioners shall adopt rules for transaction of Hearing Examiner business and the Hearing Examiner shall conduct meetings pursuant to the provisions of applicable regulations and Administrative Code... "b. Meetings: Meetings for the purpose of hold- ing Public Hearings shall be scheduled, noticed and conducted pursuant to applicable Admini- strative Code and the provisions contained in this [zoning] ordinance. "c. Reports of Decisions: After a pubhc hear- ing is held, the Hearing Examiner shall make a written report of his decision in accordance with the rules and procedures set forth in the apphcable Administrative Code and provide s copy of said Report of Decision to all parties of record, appropriate County staff, and the Board of County Commissioners. "d. Records: "1) The Hearing Examiner shall provide for a court reporter at all proceedings. At a mini- mum, a summary of testimonies shall be provi- ded in the Report of Decision itself or as a separate document in addition thereto. Tran- scripts shall be provided orfly at an appellant's request and appellant shall bear costs thereof. "2) The Hearing Examiner shall keep indexed records of all meetings, agendas, :findings, de- terminations and Reports of Decision. Said rec- ords shall be public records. "Sec. 900.02 Functions, Considerations, Deci- sions, and Authorit~v of the Hearing Examiner. "A. Appeals from Administrative Action: . . The Hearing Examiner shall hear and decide appeals where it is alleged there is an error in any order, requirement, decision, interpreta- tion, determination or action of any admini- strative official charged with the administra- tion and enforcement of the provisions of this [zoning] Ordinance or any other ordinance which provides for similar review . . .
