CC Work Session 2. 3.
Meeting Date: 12/06/2011
By: Dean Kapler, Fire Department
Title:
Discussion of Building Code and Fire Suppression Requirements
Background:
In 2004 with the influx of multi -unit housing (townhomes) and the issues of adequate access to provide emergency
services to such dwellings, the City of Ramsey adopted a optional fire suppression chapter of the
2003 Minnesota State Building code.
The Building Code, once adopted by a City, cannot be changed. However, optional sections of the code may be
adopted, or subsequently amended, at the descretion of the City. Within the fire suppression chapter, there
were two options to consider. The first would have affected all new construction along with all existing buildings.
In other words, all existing buildings would have had to be brought up to the requirements of the new building
standard.
The City of Ramsey chose to adopt Chapter 1306 subpart 3, option 1, which only required the new standards to be
incorporated into new construction along with some occupancy changes. The effects on existing buildings is limited
to additions and/or where occupancy classifications change
At the meeting staff will present an analysis of the adopted code revision from the 2003 standard to the current code
in use today, which have changed substantially. Staff will also present additional requirements that are mandated if
the adopted provision is not in place.
Funding Source:
This topic if for dicussion only.
