i <br />! <br /> <br /> CASE # ~. <br />REQUEST FOE SITE PLAN APPROVAL FOR THE CONSTRUCTION OF SELF- <br />SERVICEiSTORAGE FACILITIES IN THE B-3 HIGHWAY BUSINESS <br />DISTRICT; CASE OF WILLIAM DUBATS <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />William Dubats h~s applied for site plan approval to consumer serf-service storage facilities on Lot <br />3, Block 3, Rive~ide West. Serf-service storage is not a specifically permitted use in the B-3 <br />Highway Businesg Disu-ict and accordingly, Mr. Dubats has applied for a conditional use permit. <br /> <br />The following itc ~ms are enclosed: <br /> <br /> a) SiS location map <br /> b) Si~ plan and supporting documentation <br /> c) City Staff review letter dated February 25, 1994 <br /> d) Le_uer from W.C. Dubats dated February 25, 1994 regarding drainage concerns <br /> <br />Observations: <br /> <br />This development would be an expansion of the self-service storage facilities currently existing on <br />Lots 1 and 2 of Riverside West and the new buildings would receive access via the main entrance <br />on Lot 1. For sp~ing consistency with the buildings on Lots 1 and 2, Mr. Dubats is proposing to <br />construct the firs! building on Lot 3 at the north property line with no side yard setback. Mr. <br />Dubats has properly applied for a variance to the side yard setback. <br /> <br />The construction of 3 self-service storage facilities is proposed for a total structure area of 18,700 <br />square feet. City~ Code requires that 100% of the exterior facing finish, exclusive of doors and <br />windows, be other than metal. In accordance with City Code, the storage facilities are a series of <br />overhead doors sfllpponed by decorative concrete pillars. <br /> <br />City Code requires that all driveways and maneuvering areas be paved and fini.~hed with 6 inch <br />continuous conc~te curbing. In accordance with City Code, Mr. Dubats is proposing to apply a <br />bituminous surface to all m~ueuvcring areas. Continuous concrete curbing would not be zequired <br />on thc north pro~rty Hne because it would prohibit entrance to the facilities from Lots 1 and 2. <br />Concrete curbinglhas been proposed along the east and west property lines and a sm~l! portion of <br />the south propcrt~ linc. Thc site plan should be modified to provide concrete curbing along the <br />entirety of the sotlth property line. <br /> <br />City Code requires a 20 foot wide landscape area along all streets and along those areas where a <br />commercial use i~ adjacent to a residential use. This requirement would apply to the west, south <br />and east properrtt lines. As for the east property line or the Ebony S~-eet side, City Staff is <br />recommending w~ving the 20 foot landscape requirement in lieu of the intense commercial activity <br />generated across~ the street by Superbowl. In order~ to maintain consistent spacing between <br />buildings and sufficient maneuvering area, the maximum landscape area that can be achieved along <br />the south proper0~ line is 15 feet. City Staff does not object to a 5 foot reduction in the requirement <br />as long as the prcSperty owners to the south do not have an objection. The requirement cannot be <br />achieve at all aloOg the west property line. In discussions with City Staff, it has been determined <br />that waiving the ~ foot deep landscape area along the west property line could be accommodated if <br />Mr. Dubats woul$ be willing to plant the required screening on the park trail corridor which runs <br />parallel with the West property line. <br /> <br /> <br />
