Virtually all codes that regu- <br />late them added recycling provisions in the last <br /> <br />few years· We estimate that 5-10% of all codes <br />in the nation regulate them but 20-25% of <br />codes regulate them in states whose legislature <br />mandated comprehensive recycling programs. <br /> The goal of these state programs typically is <br />to reduce waste going into landfills by 30% <br />within five years after enactment. It seems <br />that this goal is close to being met in many <br /> <br />states. The legislation requires counties and <br />localities to establish a community-wide pro- <br />gram to collect, haul, sort and process several <br />materials, usually newspapers, paper, aluminum <br />beverage cans, glass and plastic bottles. As <br />localities gear up their recycling program, the <br />zoning code is amended to regulate recycling <br />collection and processing facilities and uses. <br /> <br /> Recycling drop boxes, or small collection <br />facilities or stations, are a single stand-alone <br />bin or two or more bins grouped together at a <br />location. Each bin is designated to receive a <br />particular recyclable material, which is con- <br />tributed voluntarily by patrons, residents, oc- <br />cupants or employees without receiving a cash <br />payment. <br /> Reverse vending machines, or RVMs, resem- <br />ble soft drink vending machines, but they re- <br />ceive empty beverage cans or plastic bottles <br />rather than dispense them. When received, they <br />are fed into the machine one at a time by the <br />patron. The cans are crushed and bottles are <br />shredded and a payment issued automatically <br /> <br />per item deposited. RVMs are provided only if <br />there is a state or local can and bottle deposit <br />law requiring the receiver to make payment on <br />each can and bottle collected. <br /> <br /> The two uses in the hierarchy are 'recycling <br />There is a hierarchy . _ .q~]lection centers and recycling processing <br />of recycling uses and facilities ........... ~,~Sants. There are also <br />two specialized collection facilities outside the <br />hierarchy. <br /> The two collection facilities in the hierarchy <br /> <br />are recycling drop boxes and reverse vending <br />machines (RVMs).
