They can be ~,he only use on a lot or <br /> can share the Iot wit~ other principal uses as <br /> allowed by the zone. 7~hey are allowed by right <br /> but a few codes allov~ them as special uses in <br /> transitional zones, e~pecially_ as a group of <br /> boxes and machines w~ose total area at a sin- <br /> gle location exceeds ~he maximum defined for <br /> drop boxes and RVMs. ~ <br /> As principal uses, ~ecycling collection cen- <br /> ters take the zone ~ards and any sereening~ <br /> landscaping, buffers ~.nd fencing required of <br /> principal uses. No o~tside storage is allowed <br /> except as allowed fo~ uses in intensive com- <br /> mercial and industrial~zones, provided the ma- <br /> terials are baled, pal~etized or containerized. <br /> When located within i.~00-500 ft of R zoned or <br /> used property, they imust be screened from. <br /> view, are limited to ~peration between 7 a.m. <br /> and 7 p.m. and musti have attendants during <br /> business hours. Unat.~ended small drop boxes <br /> are allowed after h{iurs outside the secured <br /> area of the large fact~ity. <br /> Outside areas on t~e site must be cleared <br /> daily of debris and if~ter. Facilities must be <br /> secured from vandalis~, entry by unauthorized <br /> persons and by animal~ and vermin. Permits for <br /> large collection facilities also require health <br /> and fire department s~proval. <br /> Off-street parkin~ is required: with one <br /> space per one or two~.~employees o~ the largest <br /> shift; plus four spac~ or one space for each <br /> 300-1000 sq ft GFA~!whichever is more, for <br /> customer parking; plu~ a space for each com- <br /> mercial vehicle used i~ the business. <br /> Signs are limited to,total sign area and num- <br /> ber of signs allowed ~er lot by the zone. As a <br /> principal use sharing Ia site with another use, <br /> signs for recycling centers but not small unat- <br /> tended drop boxes an~ RVMs count toward the <br /> maximum area and nu~ober of signs required for <br /> the lot. <br /> <br />February 18, 1994 .isSue <br /> <br />Recycling processing plants are principal uses <br /> <br /> allowed only in industrial zones by right. All <br /> codes require them to be located inside build- <br /> ings in light industrial zones. Outside storage <br /> is allowed as provided in zone regulations if <br /> the materials are baled or palletized. <br /> As principal uses, they take setbacks, land- <br />'scaping and screening required of industrial <br />principal uses and any additional screening and <br />buffers of any industrial use located within the <br />specified distance from adjoining R zones and <br />uses. They are allowed security fences and <br />lighting permitted for any industrial use. They <br />can have power equipment that mechanically <br />grinds, shreds, crushes, briquettes, pelletizes <br />and sorts but excludes processes involving heat <br />for melting, smelting or burning. <br /> <br />Most codes define thrift store trailers as ancil- <br />lary uses allowed in general and intensive com- <br />mercial zones. They must be obscured or <br />screened from view when located within 150 ft <br />of adjoining R zones or uses. They require an <br />attendant when open, who can issue a cash fee <br />payment, redeemable coupon or a receipt for <br />value of"the materials received. Trailers are <br />sited in parking lots but cannot occupy any <br />minimum required spaces. They should provide <br />perhaps two unloading spaces plus a parking <br />space for the attendant's car. A sign is requir- <br />ed, 4-8 sq ft maximum area, giving the the <br />name of the owner or operator and the hours <br />of operation and stating that goods are prohib- <br />ited from being left on the grounds. The site <br />must be kept clear of litter by the attendant. <br /> Solid waste transfer stations are not recycl- <br />ing facilities, but if machines are provided, <br />some codes impose some standards for recycl- <br />ing facilities as an ancillary use. These stan- <br />dards require an adequate number of stacking <br />and drive-through lanes to avoid back-up of <br />waiting vehicles onto nearby streets and re- <br />quire attended assistance for unloading and <br />receiving materials. Fees can be paid or re- <br />ceived for'bulky items left to be recycled or <br />disposed of as trash. Directional and instruc- <br />tional signs are allowed to guide the patron <br />through the unloading procedure. <br /> <br /> <br />
