CASE # { [ REQUEST F~)R A CONDITIONAL USE PERMIT TO EXPAND AN OUTDOOR RECREATIONAL FACILITY IN THE INDUSTRIAL DISTRICT By: Zoning Administrator Sylvia Frolik' Background: Ty Ritter of K.R~; Investments has purchased the outdoor recreational facility formerly known as Cheap Thrills. The facility is located on Lot 2, Block 1, FlY-10 Ramsey, just west of the Brooks store on Armstrong Blvd. Observations: The subject progeny is located in the Industrial District and Mr. Ritter is proposing to expand the recreational facillity by the addition of batting cages. The use is in the Industrial District because of a conditional use permit issued by the City in 1988 and the conditional use permit process is required in order~ to expand or enlarge upon the use. There is sufficiegt area remaining on the property to install batting cages without encroaching on required off-stregt parking. The former proPerty owners defaulted on the requirement to pave the off-street parking area. Mr. Ritter is willing to fulfill that commitment; however, he is requesting a 2 year time frame to complete the improvements because of other landscaping and property improvements slated for the property in 1994. Morion ~: Recommend that City Council adopt Resolution g94-04- approving the issuance of a conditioiaal use permit, based on Findings of Fact # -'~, to Ty Ritter of KRS Investments to expand the outdoor recreational facility at 14622 Ferret Sn'eet N.W.
