Councitmember introduced the following resolution and moved for its adoption: <br /> <br />PROPOSED RESOLUTION #94-05- <br /> <br />A RESOLUTION APPROVING THE ISSUANCE OF AN INTERIM USE PERMIT <br /> FOR A HOME OCCUPATION AND DECLARING TERMS OF SAME <br /> <br /> WHEREAS, Diane Dempsey has properly applied for an interim use permit for a home <br />occupation to conduct doll-making classes within the private dwelling on the property generally <br />known as 14794 Krypton Court N.W. and legally described as follows: <br /> <br />Lot 5, Block 3, WOOD POND HILLS 3RD ADDITION; Anoka County, Minnesota <br />(Subject Property); and <br /> <br /> WHEREAS, the Planning and Zoning Commission met on May 3, 1994, conducted the <br />public hearing and recommended City Council approval of the request. <br /> <br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />Based on Findings of Fact # , an interim use permit for a home occupation is hereby <br />granted to Diane Dempsey, hereinafter referred to as "Permit Holder", at 14794 Krypton <br />Court N.W. to conduct doll-making classes. <br /> <br />This interim use permit is issued pursuant to the authority granted to cities by <br />MSA462.3597. The term of this interim use permit shall expire on September 1, 1995. To <br />continue the doll-making classes on the Subject Property beyond the September 1, 1995 <br />expiration date will require a public hearing conducted by the Planning Commission and <br />approval of a conditional use permit by the Ramsey City Council prior to the September 1, <br />1995 expiration date. Escrow Account # 804460 shall remain active in the event the Permit <br />Holder requests conversion of the interim use permit to a conditional use permit and all <br />costs incurred shall be charged to that account and are the responsibility of the Permit <br />Holder. <br /> <br />The area devoted to the home occupation shall not exceed twenty percent (20%) of the total <br />floor area of the private dwelling. <br /> <br />Adequate water supply and on-site sewage disposal facilities shall be the responsibility of <br />the Permit Holder. <br /> <br />5. Adequate off-street par-king shall be provided by the Permit Holder. <br /> <br />6. There shall no exterior or interior display of business signs. <br /> <br />7. There shall be no exterior indications of rte home occupation displayed. <br /> <br />8. There shall be no exterior storage of business equipment and materials. <br /> <br />Employees of the home occupation shall be restricted to persons residing within the private <br />dwelling on the Subject Property. <br /> <br />10. <br /> <br />Merchandise not considered accessory to the use shall be displayed or offered for sale <br />within the residence. No merchandise shall be displayed or offered for sale outside the <br />residence. <br /> <br />11. <br /> <br />The City Administrator or his designee shall have the right to inspect the premises for <br />compliance purposes annually or at any time upon reasonable request. <br /> <br />12. <br /> <br />The Permit Holder shall be responsible for City costs incurred in administering and <br />enforcing this interim use permit. <br /> <br /> <br />
