REQUEST <br /> <br /> CASE # ~/ <br />~OR SKETCH PLAN REVIEW OF HAVEN ESTATES, A MINOR <br /> SUBDIVISION; CASE OF KEITH BORGESON <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: : <br /> <br />Mr. Keith Borge~n is requesting a minor subdivision to replat Lot 1, Block 9, Fox Ridge Estates <br />and Lots 3 and 4, iBlock 5, Klemish Addition for the purpose of enhancing the buildability of Lots <br />3 and 4 in Klemi~)~ Addition. <br />The following items are enclosed for your information: <br /> <br /> a) Si~ locadon map <br /> b) Sl?~etch plan <br /> c) City Staff review letter dated April 28, 1994 <br /> <br />Observations: <br /> <br />The property is ~:oned R - 1 Rural Residential. The southern portion of the proposed plat, <br />currently Lots 3 ~nd 4 of Klemish Addition, are covered by wetlands and the replat is intended to <br />convey buildablCland from what is currently designated as Lot I, Block 9, Fox Ridge Estates to <br />these lots to rend~ them marketable and buildable. <br /> <br />The proposed mirior subdivision is in compliance with the current 4 in 40 density regulations as the <br />replat is not increasing the density from what currently exists. <br /> <br />Lot 1 would continue to receive access from St. Francis Blvd. N.W. with a backup access onto <br />Potassium Court in the event the St. Francis Blvd. access is eliminated in the future. Lots 2 and 3 <br />would continue to receive access from 168th Avenue..~ny filling of wetlands to construct <br />driveways in the [outhern portion of the plat will require certification of exemption to replace by <br />the Lower Rum P'qiver Water Management Organization. <br /> <br />The plat will beireviewed by the Park Commission on May 12. It is anticipated that park <br />dedication will consist of cash and land to extend the trail adjacent to St. Francis Blvd. <br /> <br />The City Staff reFiew letter points out an alternative plat design that would provide an outlot to <br />facilitate a larger ~levelopment plan in the future with the adjacent property to the west. <br /> <br />RecommendatiOn: <br /> <br />City Staff recomrgends approval of the concept and intent of the minor subdivision. However, the <br />exact configuration should be determined following discussions with the developer at the meeting <br />on May 3. <br /> <br /> Commis~.ion Action: <br /> <br /> Motion to:; <br /> Accept/deny the sketch plan for Haven Estates and recommend City Council approve/deny <br /> the final p!at as discussed. <br /> <br />Review Checklisti City Engineer <br /> Zoning Administrator <br /> <br />PC: ' 5/3/94 <br /> <br />$! <br /> <br /> <br />
