o

])_Eaillag~ General drainage patterns will not be substantially changed by this proposed
developn~ent. Runoff would be slightly increased from the impervious area created by the
construction of two additional homes. There has been some concern over high water levels
in the pood south of 168th Lane N.W. Perhaps creating a pond near the existing low areas
may improve the overall drainage of the area.

~iAs mentioned earlier, Lot 1 Will continue to receive access from St. Francis
Blvd. N.W. with Potassium Court as a backup in the event the access onto St. Francis
Blvd. is ahm~nated in the future. Lots 2 and 3 will continue to receive access from 168th
Lane N.W.

8. Utilities:! This plat is in the rural district and tots will be served by on-site septic and well
systems. ~

9. Pork D~dic.ation: Normally, in a minor subdivision the City would collect park
dedicatioh for each new lot created and the existing homestead is exempted. However, in
this case ~we don't have new lots being created but in reviewing records, Staff can find no
evidence~that park dedication was ever collected for the two existing lots that were
originall~ platted in Klemish Addition. Additionally, Staff is recommending that the
develope,t' provide an extension of the trail easement parallel to St. Francis Blvd. N.W.
Therefor!, it is likely that park dedication will consist of a combination of cash and land.
The plat Will be reviewed by the Park Commission on May 12, 1994.

10. Alterna~ve Design Plan: As configured, the pla.t decreases the potential for a larger
development plan in conjunction with the property ltO the west. Consideration should be
given to f:edesigning the plat to provide a standard, rather than excessive, amount of high
ground f~r Lots 2 and 3 and moving the south line of Lot 1 further north to create an ouflot
of vaeantlProperty for possible future development with the property to the west.

The Ramsey pla-qning and Zoning Commission will be meeting at 7:30 p.m. on Tuesday, May 3,
1994 to considerlyour request for sketch plan approval of Haven Estates. It is important that you,
or your represen~ttive, be present to answer any questions that may arise. Thank you for your
cooperation.

Respectfully,

CITY OF RAMSEY

Sylvia Frolik
Zoning Administlator

cc: Parks & Utilities Coordinator Mark Boos

Steven Jankowski
City Engineer
