CASE

REQUEST FOR REVISED PRELIMINARY PLAT OF CHESTNUT HILL;
~CASE OF JOHN PETERSON, GOOD VALUE HOMES
By: Zoning Administrator Sylvia Frolik

Background:

On May 22, 19~0, the Ramsey City Council granted preliminas)., plat approval to Chestnut Hill.
The final phase of Chestnut Hill included an extension of I zlSth Lane to the west that would turn
north and connect to the future Sunwood Drive. The extension of l`45th Lane included crossing a
wetland.

Since preliminary plat approval in 1990, wetland regulations have become more smingent and it is
no longer possible to construct roads through wetlands, even with mitigation, if there is an
almrnadve route.I In this pa_micular case, the alternative would be to end l`45th Lane with a cul-de-
sac before it re~iches the wetland in the northwest corner of the plat. On May 1'7, 1994, the
developer subrni~ext a request for revised preliminary plat to end the western porfio'n of 1`45th Lane
as a cul-de-sac ~ith no extension running north to Sunwood Drive.

On June 6, 1994', the Planning Commission conducted a public hearing regarding the proposed
revision to the ap~proved preliminary plat to allow this final phase of Chestnut Hill to be developed
with the western:portion of lzl5th Lane ending in a cul-de-sac. Residents of Hunter's Hill were
present at the put, lie hearing and expressed dissatisfaction with the potential loss of another outlet
to a collector strict bv the elimination of l`45th Lane intersecting Sunwood Drive. The developer,
John Peterson, r~uestext that the public hearing be continued and any action tabled to allow his
engineers time to review the plat to determine whether it is possible to design 145th as a through
sn-eet to Sunwoo~l Drive without any impact to the wedand.

Observations:

Good Value. Homes has submitted a second design proposal for Chestnut Hill 5th Addition that
extends 1`45th La~e as a through street with minimal impact to the wetland. All of the lots meet the
minimum width and area requirements.

The following imrns are enclosed for your information:

a)
b)
c)
d)
e)

Site location map
EX. cerpt from 1990 approved prelimina_Ey plm for subject area
PrOposed re',dsion to design of 145th Lane dated May 17, 1994
Prbposed revision to design of 145th Lane dated June 29, 1994
CiD, Staff review letter dated June 29, 199-4

This final phase of Chestnut Hill was originally approved for 17 lots with ]45th Lane constructed
as a through street. Under the the most recent revision, the developer is proposing 14 lots, which
is a loss of 3 lots from what was originally approved. However, the developer gained 2 lots by a
redesign of Chestnut Hill 4th Addition. Therefore, the total number of lots throughout Chestnut
Hill will be 10i rather than the 102 originally approved.
