Consider the following rules when devclopiug zoning maps:
<br />Rule 1: A zoning map book should bear the same covet
<br />design, paper type and color as thc zoning code. There should
<br />be an inside cover. Plastic-comb binders are the preferred
<br />binding system.
<br /> Rule 2: A zoning map book should have a legend showing
<br />the full name of the zoning and overlay districts and the district
<br />designators used on the zoning maps,
<br /> Rule 3: Include a map legend for map books showing the
<br />area covered by each page and the page number.
<br />Rule 4: The vertical axis of maps should be north and south.
<br />Rule 5: The maps should be produced at a scale capable of
<br />showing all property lines. All streets should be identified and
<br />major public facilities shown. Each map page should be
<br />numbered and adjoining maps referenced on each side. Maps
<br />that fit on a standard 11-by-17 paper size are reproducible on
<br />most photocopy machines.
<br /> Rule 6: Zoning maps on a single sheet should be folded and
<br />inserted into a pocket located inside the back cover.
<br /> Rule 7: Map books should overlap slightly to create
<br />reference points when a user is turning pages.
<br /> Rule 8: Include a sidebar on each map where zoning map
<br />amendments are recorded. Include the ordinance number and
<br />the adoption date.
<br /> Rule 9: Zoning boundaries should be drawn with a
<br />distinctly wider line than used for property lines. Lines
<br />should avoid covering street names and splitting properties,
<br />and their exact location should be noted where property lines
<br />or natural or manmade boundaries don't exist. Do not use
<br />line or dot screens in lieu of boundary, lines. They clash with
<br />the property, line detail on the base maps, making both very
<br />difficult to read.
<br /> Rule JO: Label ever),, zoning district with the zoning and
<br />overlay district designator. To make them stand out, enclose the
<br />designators m a box or circle and erase any map background.
<br />Label all overlapping areas.
<br /> Rule 1~: Maintain a single colored zoning map in your
<br />agen%' office which shows the entire jurisdiction. This map,
<br />located near the public counter, will help the public. If
<br />possible, make blue-line "diazo" copies available for sale.
<br />Large maps make it much easier to read and grasp overall
<br />zoning patterns.

<br />The Role of Computers and Computer &ccess
<br />Quick, accurate, and complete access to zoning information is
<br />the mark cfa good zoning code. The public's access to zoning
<br />information is often limited to office hours, leaving much room
<br />for improved public service.
<br /> This is changing, albeit slowly, thanks to the information age
<br />and conventional computer technoloD,, innovations are taking
<br />place that promise to make it easier for the public and staffto
<br />access zoning information.
<br /> The size and complexity of zoning codes has grown in
<br />response to pressure for zoning to regulate the use of land in
<br />ways largely ignored in the past. Old zoning codes have
<br />struggled to keep pace, but at the expense of brevity and
<br />ease of administration. There is plenty of room for
<br />improvement.
