This discussion does not attempt to resolve the issues or to limit the possibilities. The intent is to ~nsure that important traffic and access issues are addressed in the decision making process. Decisions should be made in concert with planning for city wide transportation/circulation, land use designation, and other planning issues. A good exa~mple of the need for a comprehensive planning approach is the water study. The consultant preparing the water study for the City has recently issued a preliminary report (Jun~ 30) identifying approximately 175 acres necessary for a west well field. At this time thg well area has been identified between Armstrong Blvd., Uranimite St., 149th Ave. NW, ,and Hwy. 10. In order to utilize this area for eight well points, the land use will have to remain residential. The area identified for the well field is indicated on ~Figure 7A. The water ltudy report was not completed in time to be incorporated into this land use and transportation study. However, as discussion proceeds on alternatives for land uses in the vicinity Of the proposed well field, the initial recommendations from the Planning Commission may have to be adjusted. CONCLUSION This report comprises land use and transportation alternatives and recommendations for specific study areas in the City of Ramsey. The alternatives presented here do not attempt to exhaust all possibilities. Rather, the intent is to address fundamental issues, list the planning and design challenges that arise, and suggest a number of solutions. The Hwy. l0 corridor is the focus of several alternatives in this report. However, future growth needs that are relevant to the corridor, including expansions of the urban service area, are not directly addressed. An extensive growth analysis and a detailed traffic analysis willlbe, necessary for specific recommendations. Further revisions and refinements to this repo~ will be necessary to assemble a complete comprehensive plan amendment. Other transportation corridor alternatives, such as those proposing new connections to neighboring imunicipalities, also require further study. · Consultation with Andover, Anoka, Elk River, at~d agencies such as the Minnesota Department of Transportation, Minnesota Department :of Natural Resources, and even the Army Corps of Engineers will be necessary. This report ahould be used as a foundation for further work. Amending the city's comprehensive plan will require extensive analysis of a number of issues in order to further 12 17
