MEMORANDUM <br /> <br />DATE: <br /> <br />September 6, 1994 <br /> <br />TO: City Council <br /> Planning Commission <br /> <br />FROM: <br /> <br />Economic Development Conwnission <br /> <br />SUBJECT: <br /> <br />Land Use Plan Update <br /> <br />As we discussed at our July 6, 1994 meeting, concerning the proposed land use plan update, the <br />Commission has developed the following recommendations. All of these recommendations and changes <br />are shown on Figure 7B attached. <br /> <br />2) <br /> <br />The preferred alignment for the bridge is the easterly alignment as it allows for the greatest number <br />of positive developmental possibilities in the City. The City's planning should be based upon the <br />very real possibility that the river crossing may never become a reality and, if it does, it may be <br />more than 20 years in the future. <br /> <br />The land uses should be general and similar to those shown in Figure 7B, as this will allow for <br />property owners to plan; and also allows the final use (i.e. office building versus retail) to be <br />market driven. <br /> <br />3) ,This document should be used as a planning tool and not the zoning map for the City. <br /> <br />4) <br /> <br />The City should review the future needs and continue planning for the ability to provide a north- <br />south collector to facilitate the possible traffic from a bridge crossing. The need for this connector <br />may be shown by the high traffic counts on Highway #169/#101 and Highway #47. <br /> <br />5) <br /> <br />The final map should address areas that have a high probability of being used for a higher density <br />of residential housing. The text should also indicate that th.e multi-family homes would be used to <br />buffer the single-family homes from major thoroughfare's and commercial/industrial areas. The <br />amount of property included for multi-family homes should allow for a maximum split of 70 <br />percent single-family to 30 percent multi-family of total housing units available. <br /> <br />6) <br /> <br />Only the preferred (easterly) bridge alignment should be shown on the map. The text and the <br />legend of the map should indicate that these are possible alignments and will be adjusted as the <br />final alignment is chosen. The roadways attaching the preferred alignment should be shown on <br />map. However, they should be identified as something other than definite roadways, so that <br />property owners and residents do not misinterpret that a roadway will be located there if no bridge <br />~s constructed. <br /> <br />7) <br /> <br />The interchange of the bridge roadway and County Road #116 needs to be addressed to prevent <br />the same type of traffic flow problems that exist in Anoka at the Ferry Street and Main Street <br />intersection. <br /> <br />Please review these recommendations and comments on the proposed land use plan prior to our joint <br />meeting in September. If you have any additional comments and/or suggestions, or require clarification, <br />please contact a member of the Economic Development Commission, This map and memo will also be <br />forwarded to the City Council for their use in the final decision-making process. <br /> <br />Thank you in advance for your prompt attention to these matters. <br /> <br />2. <br /> <br /> <br />
