CASE <br /> <br /> REQ~JEST FOR A CONDITIONAL-USE PERMIT TO EXPAND <br /> AN OUTDOC~R RECREATIONAL FACILITY IN THE INDUSTRIAL DISTRICT; <br /> I CASE OF KRS INVESTMENTS <br /> By: Zoning Administrator Sylvia Frolik <br />Background: <br /> <br />KRS Investment: is proposing to acquire additional property and expand Gametime Sports Park at <br />14622 Ferret Street N.W. to include a golf driving range. To expand the recreational facility in an <br />Industrial district!requires a conditional use pemfit. KRS has signed a purchase agreement for the <br />4.7 acre parcel on.. the north side of the existing Gametime facility. The purchase agree~ent is <br />contingent upon ~RS successfully acquiring the 4.3 acre parcel to the west that is currentl) in tax <br />forfeiture procee!:!ings and the City's approval of a conditional use permit to expand Gtm'~etime <br />Sports Park to in61ude a golf driving range. <br /> <br />Observations: <br /> <br />The recreational use of go-carts, bumper boats and miniature golf is in the Industrial District <br />because of a con~litional use permit issued by the City in 1988 and was amended in April of 1994 <br />to include batting'cages. <br /> <br />The fom'~er owney of the facility failed to install the paved and curbed driveway and parking area. <br />As a condition of allowing the expansion of the facility to include batting cages, KRS agreed to <br />install the pavedI and curbed driveway and parking area by October of 1995. KRS posted a <br />financial guarantee for the site improvements and it is Staff's understanding that the work will be <br />completed in Oc 't[0ber of 1994. The 30 parking spaces should be sufficient to accommodate the <br />expanded use of t~e facility. <br /> <br />The subject area is zoned commercial/industrial and the increased traffic resultin,,e from the ~eolf <br />driving range sho~fid not adverse}y impact surrounding properties. <br /> <br />The following items are enclosed for your information and review: - <br /> <br /> a) site location map <br /> b) Sitb plan <br /> c) PrOposed findings of fact <br /> d) Proposed conditional use permit <br /> <br />RecommendatiOn: <br /> <br />City Staff recommends approval of the request for a conditional use permit. <br /> <br />Commission Action: <br /> <br />Motion to: <br />Recommend that City Council adopt Resolution #94-10- adopting Findings of Fact <br /># relating to KRS Investments' request to expand an outdoor recreational facility in the <br />Industrial District. <br /> <br />-and- <br /> <br />Motion to: <br />Recommend that City Council adopt Resolution #94-1'0- approving the issuance of a <br />conditionai use permit, based on Findings of Fact # , to Ty Ritter of KRS Investments <br />to expand the outdoor recreational fi~cility at 14622 Ferret Street N.W. <br /> <br />Review Checklist:. <br />PC: <br /> <br />City Administrator <br />City Engineer <br />10/4/94 <br /> <br /> <br />
